Department Recommendation: Staff recommends that the City Council authorize the filing of a Notice of Completion for the Playground Replacement Project at John Combs Park.

Summary:

The scope of work included the removal of the existing playground structure and installation of a new playground structure with a freestanding shade structure. The contract was awarded to Gametime c/o MRC at the April 15, 2024, City Council Meeting in the amount of $183,160.00.

Background Discussion:

On December 14, 2023, and December 21, 2023, the City solicited bids by advertising in the Visalia Times Delta and the Request for Proposals (RFP) was posted on Bid-Net. The City also emailed the RFB notices to contractors who have requested to be on the City’s construction projects list to participate in this bid process.

On January 3, 2024, and January 4, 2024, two mandatory pre-bid meetings were held at Woodland Park. Several contractors attended the pre-bid meetings. During the pre-bid meetings, staff reviewed the bid specifications, reviewed the mandatory requirements imposed by the State of California Department of Industrial Relations, and answered any questions.

Staff received several questions from contractors where staff carefully reviewed and answered them in a separate addendum.

On January 25, 2024, the City received nine (9) proposals. A selection committee was formed and met on February 14, 2024.

The selection committee reviewed the designs in a two-part process. The first review of the proposals that were submitted used the design criteria that were established in RFP #23-24-29. During their review the committee felt that the proposals submitted by Anchor 41 Construction, Playcore, dba Gametime, and R. E. Schultz Option 2 had the top designs, with Gametime and R.E. Schultz submitting identical playground structures. Staff then submitted the results to the Purchasing Division and the sealed cost proposals were released to the selection committee for review. The selection committee then meet again on February 29, 2024, to review the cost for each of the top designs and concluded that the Gametime design proposal was the overall winner that best meets the requirements of RFP #23-24-29 and the needs of the community.

Fiscal Impact: The John Combs Park Playground Design & Installation Services Project was part of the American Rescue Plan Act (ARPA), of which $3,900,000.00 was budgeted for park improvements in Fund 388 (Project No. 3880-72000/CP0763-999). There were no change orders for the John Combs Project.

Prior Council Action: April 15, 2024 - Council authorized the City Manager to award and enter into a construction contract with Gametime c/o MRC for the removal of the existing playground structure and installation of a new playground structure with a freestanding shade structure.
