Department Recommendation:
Staff recommends that the City Council authorize the budget and scope revision for the Kaweah Health Alternative Parking project to the consultant TJKM, and appropriate the additional funds awarded by Tulare County Association of Governments (TCAG) for the project.
Background Discussion:
Beginning in 2019, the City and TCAG collaborated on a Downtown Visalia (Kaweah Health parking study project. At the time, TCAG’s contribution was $40,000 to fund a consultant to perform the parking study, and the City committed in-kind staff Project Manager support. The study’s purpose is to develop solutions to the parking congestion in the Downtown area specifically in proximity to Kaweah Health, with a particular focus on Kaweah Health staff parking conditions and alternatives to lessen that impact. The inability for Kaweah Health to support and expand its Downtown location and potentially relocate medical services from the Downtown area would negatively impact the local economy.
Through a Request for Proposals (RFP) process and with Council approval at its meeting on March 2, 2020, TJKM was awarded the consultant study contract for $39,900 (P02586) in March 2020. Due to the study’s timing and the significant interruptive impacts of the COVID pandemic, the project was suspended. There was minor kickoff work performed in 2021 and 2022, however, a significant portion of the project’s work included surveys of the existing Kaweah Heath constituency, including both employee and patient surveys. At the time, Kaweah Health Administration felt that given all of the COVID restrictions and impacts, the consultant would not be able to collect valid data to form an accurate portrayal of normal circumstances. Compounding the study’s challenges, as the project was beginning to again make progress in 2023, the TJKM Project Manager unfortunately became ill and passed away.
Given the significant duration of time that has passed and the dramatic changes in the economy and associated labor costs, the original budget required an update. The contractor TJKM submitted a scope and budget revision requesting an additional $21,258. A budget and scope update (attached) was presented and approved by the TCAG Board of Governors at its meeting on February 26, 2024, providing an additional project allocation of $22,000.
In accordance with Finance Department procedure, staff next presented the budget and scope update for consideration by the City’s Change Order Committee, which was approved at its meeting on October 30, 2024.
The remaining component of the project is to finish compiling all the data that has been collected and present a draft report to the City and Kaweah Health by December 2024. These additional funds will allow this project to be completed and closed out following acceptance of the final report.
Fiscal Impact: TCAG approved additional funds of $22,000 for the project, therefore there is no additional fiscal impact to the City’s Transit Division. The following illustration shows the original budget on the project:
