Department Recommendation: Authorize staff to file a Notice of Completion for the Fire Station 56 Project.
Background Discussion:
The FS 56 Project consisted of a new 6,800 square foot fire station at the southwest corner of Tulare Avenue and Lovers Lane. The new building construction was a combination of concrete, masonry, steel, and wood. The project included development of 0.85 acres of site improvements around the building including curb, gutter, sidewalk, paving, and concrete driveways. The construction contractor for this project was Forcum Mackey Construction.
The original construction contract amount was $5,670,000. The final cost of the contract including change orders is $5,741,675.53.
Total change orders amounted to $71,675.53. The following is a breakdown of the extra cost:

• Utilities (UT) $26,520.54
• Change of Scope (CofS) $22,661.11
• Unforeseen (UN) $12,461.68 _______

Fire Station 56 received its Certificate of Occupancy and moved in on August 18,2024, they started operating out of the facility at that time. The City held a ribbon cutting ceremony at the project site on October 8, 2024. The Fire Department has now been operating out of the new facility for about 6 months and only minor warranty repair items have been found to date during this period.
Change orders on this project were fairly low. Most of the change orders were due to utility relocations and change of scope that were improvements needed to help the station function better. The single largest change order was added to provide electrical improvements, and additional conduits to facilitate a future electric vehicle charging capability. Othe changes included adding a fire hydrant and relocation of existing utilities that were originally planned to remain in place.
Fiscal Impact:
The construction of FS 56 was funded by Measure N. The original allocation amount was $3M, but additional appropriations were approved by the Measure N committee. The total funding appropriated to this project was $8,300,000. Below is a breakdown of the costs associated with this project:

Prior Council Action:
May 21, 2021 - Council authorized the City Manager to approve a contract amendment for RRM Architects.
January 9, 2021 - Council authorized entering into a contract with Vanir Construction Management to provide construction management services for FS 56.
January 19, 2021 - Closed session item to provide and update on the FS 56 alternate site location. Council approved negotiations to acquire the alternate site on Lovers Lane, south of Tulare.
December 7, 2020 - Closed session item to discuss the possibility of moving the FS site location to the SW corner of Tulare & Vista or on Lovers Lane south of Tulare.
October 19, 2020 - Closed session item to discuss the possibility of moving the FS site location to the SW corner of Tulare & Vista.
October 9, 2019 - Council authorized the City Manager to execute a Professional Services Agreement with RRM Design Group, to provide Architectural and Engineering Design Services for the Fire Station 56 Project.
