Department Recommendation:

It is recommended that the City Council authorize the award of a construction contract for the installation of new irrigation booster pumps at Blain, Burke, Jefferson, Pinkham, Riverbend, and Summers Parks to Quality Landscape Construction Inc. of Visalia, CA, in the amount of and not to exceed $434,830.00, per specifications of RFB 24-25-19.                                               

 

Background Discussion:

At the December 20, 2021, City of Visalia Council Work Session, City Council approved the appropriation of $29,364,455 from the American Rescue Plan Act (ARPA), of which $1,250,000 were appropriated for citywide park irrigation improvements. There are several park projects that are slated to be completed with these funds, such as booster pump installation, irrigation upgrades, and landscape restoration. Staff identified Blain, Burke, Jefferson, Pinkham, Riverbend, and Summers Parks that needed the booster pump and irrigation upgrades. These parks use Cal-Water water sources as their point of connection for the irrigation. The water pressure for these irrigation systems functions strictly of the pressure provided by Cal-Water and does not allow the system to operate efficiently. With the installation of new booster pumps to boost the water pressure it will increase the efficiency of the irrigation system and allow staff to reduce run time and apply sufficient water to the parks. 

 

RFB 24-25-19 was advertised on October 4, 2024, and October 9, 2024, for the installation of new irrigation booster pumps. Two mandatory pre-bid meetings were conducted on October 10, 2024, and October 15, 2024, where staff answered questions and toured the parks to review the current infrastructure with several contractors.

 

On Thursday, October 31, 2024, the City received bids from three (3) contractors in the Bid Summary below. Quality Landscape Construction Inc. of Visalia, CA was the qualified low bidder for RFB 24-25-19 Park Booster Pump Installation Project.

 

                     Quality Landscape Construction Inc, Visalia, CA                                                                    $395,300.00

                     Clean Cut Landscape Inc, Clovis, CA                                                                                                  $436,746.00

                     Truxell & Valentino Landscape Development Inc, Fresno, CA                                          $436,839.00

Staff is recommending awarding the contract for the total bid of $395,300.00 plus $39,530.00 for project contingency.  The project contingency will only be utilized as change orders occur.  Any remaining funds will be released back to the ARPA Fund balance.

This is considered a Public Works contract and therefore, is subject to State of California prevailing wages, registration with the Department of Industrial Relations and submission on certified payroll to the Labor Commissioner as well as other requirements outlined in the City’s Labor Compliance Manual which was a part of the specifications. The project will be required to meet all the Federal requirements to expend American Rescue Plan Act (ARPA) funding.

 

Fiscal Impact:

The fiscal impact for RFB 24-25-19 a construction contract for Services at Blain, Burke, Jefferson, Pinkham, Riverbend, and Summers Parks is funded by the American Rescue Plan Act (ARPA) Fund 642, of which $1,250,000.00 has been budgeted.
