Department Recommendation:

Staff recommends that the City Council authorize the City Manager to execute an agreement with NV5, Inc to provide construction management services for the Shirk Capacity Enhancement Project & the Riggin Avenue Widening Project Kelsey St to Shirk St. Project in the amount of $545,707.60 & $259,369.23 respectively, combined total of $805,076.83.

Background Discussion:

Shirk Capacity Enhancement Project:

The Shirk Capacity Enhancement project spans from School Ave to Riggin Ave and consists of widening the east side of Shirk St at various locations to accommodate four lanes of travel with a center two-way left turn lane, buffered Class II bike lanes and the installation of approximately 8,200 lineal feet of 48” diameter sewer main and associated infrastructure in the existing street.  The project will modify existing traffic signals to accommodate the new street configuration as well as install a new traffic signal at Doe Ave and Shirk St.

As directed by the City Council through a prior budget process, the operational improvement widening of Shirk Street between School Ave and Riggin Avenue will be implemented as soon as possible, and the full, ultimate arterial street design requirements will be implemented as a subsequent phase, as further development occurs, and the needed right of way is dedicated to the City. City staff estimates that this Shirk corridor capacity enhancement project will operate at a reasonable level of service for a minimum of 10 years.

Riggin Avenue Widening Project Kelsey to Shirk St:

The Riggin Avenue Widening Project spans from Kelsey St to Shirk St and consists of widening the existing 2-lane street to a divided 4-lane street with the construction of center medians, landscaping, street lighting, interconnect conduit, storm drainage, turn pockets, Class IV bike lanes, and the signalization of Riggin Ave and Shirk St.

Industrial and residential development in the surrounding areas has increased significantly over the past ten years, resulting in greater traffic congestion in this area of the City. The widening of this segment of Riggin Avenue, between Kelsey Street and Shirk Street, will help alleviate this congestion. Additionally, the proposed traffic signal at the intersection of Riggin Ave and Shirk Street will help with access to SR 198 and SR 99 interchanges along those respective roadways.

Construction Management (CM) Approach:

In order to obtain construction support services to continue to successfully and timely deliver the construction of various Capital Improvement Project (CIPs), the Purchasing Division issued a request for Proposals (RFP 20-21-18) to retain up to three (3) qualified consulting firms to provide Construction Management (CM)/Resident Engineering (RE) services on an on-call basis.  The City reviewed seven (7) proposals in response to the solicitation.  A selection committee reviewed and ranked each proposal to develop a short-list of 3 firms.  Those three (3) firms then presented to an interview panel early in December 2020. The interview panel ranked each team and selected NV5, Inc., 4Creeks, Inc., and Vanir Construction Management, Inc., as the highest ranked consultants.   This on-call list is valid for five (5) years and is renewed annually.  This list will need to be re-established by the end of 2025

Due to the proximity of the two projects and the fact that both projects will be in construction at the same time, it is most efficient & cost effective to have a single construction management firm overseeing both projects.  The construction limits on both projects overlap at the Riggin Ave and Shirk St intersection, it will serve the City well to have a CM on the job that is intimately familiar with both project schedules and overall scope to ensure timely and efficient construction coordination.

NV5 Inc was selected as the Construction Manager as they currently have staffing capacity and expertise to oversee these projects.  The City has had a positive experience with NV5 on complex projects such as these which will require robust community outreach.  As such City staff is confident in a successful delivery of both projects through the construction management of NV5 staff.

This proposal includes robust public outreach efforts that will keep Visalia residents and businesses apprised of the construction progress for both projects.  The program will follow the successful outreach approach as the Caldwell Widening project Akers to Shady, making use of all forms of public notification mediums such as mailers, social media, text alerts and newspaper notifications.
