Department Recommendation:
Receive update report from the Tulare County Economic Development Corporation (TCEDC) and consider membership for FY 23/24 in the amount of $50,000.
Background Discussion:
The Tulare County Economic Development Corporation (TCEDC) is providing an annual update with the attached presentation and sample project proposal and supplemental site requirement request sheet. Below are some TCEDC activity highlights from the current FY but, generally speaking, staff continues to work closely with TCEDC staff on new lead activity and ongoing marketing of the city. Both Airica de Oliveira and Sam Diaz are readily available to city staff for any applicable needs and have proven to be very responsive and hard working on the city’s behalf. TCEDC will discuss typical work activities and review some proposed FY 23/24 workplan highlights. Mayor Poochigian is the current chairperson of the TCEDC Board and continues to effect positive change in the organization as a result. Currently, all Tulare County jurisdictions are members of the TCEDC. TCEDC membership for FY 23/24 would be the same amount it has been for the past several years, $50,000, and would be made in quarterly payments. This amount is currently budgeted in the Economic Development division budget. There are also additional services being considered for the next workplan that additional existing Economic Development budget funds could support such as Implan economic impact reporting (if staff had on demand access to generate reports) and moving the real estate database to GIS Webtech format enabling local Esri layers such as existing zoning, land use, and city utility infrastructure.
The TCEDC has 32 projects to-date for the current fiscal year. 16 of those projects were not applicable to the City as 12 were assists in other communities and 4 were either non-Visalia specific or the City did not meet project requirements or staff confirmed there was no interesting in responding. Of the remaining 16 projects, TCEDC submitted 36 sites for the City. In all cases where City was eligible to respond, staff was in contact with TCEDC staff to confirm sites and eligibility criteria.

Fiscal Impact:
$50,000 for FY 23/24 membership which is included in approved City Economic Development Division budget. There is no cost increase from the prior year. Payments will be made quarterly.
Prior Council Action: 6.20.22 - Council approved annual membership with quarterly payments, 7.19.21 - Council approved annual membership, 7.20.20 - Council approved maintaining membership in the TCEDC on a quarter-by-quarter basis, 10.5.20 - Council approved maintaining membership for the remainder of the 20/21 FY.
