Department Recommendation: Staff recommends that the City Council approve a contract with Lawson Products to supply small parts, fasteners, hydraulic hoses, clamps, and vehicle repair supplies for the Fleet Division utilizing Omnia Partners Contract No. R240804 with an annual not-to-exceed amount of $175,000 for an initial term through October 31, 2027, which may be extended for up to two additional one-year terms, to align with the Omnia Parters Contract, with a maximum contract amount of $525,000 over the life of the contract, including extensions.
Summary:
The Fleet Maintenance Division currently maintains over 700 pieces of equipment, requiring hundreds of small parts (nuts, bolts washers, clips, pins, etc.) for repairs and maintenance to keep a minimum of 98% of the fleet in service. As repairs are completed, the cost of these small parts is internally allocated to the divisions whose vehicles are receiving the work. Timely access to parts is essential to ensure efficient repair and minimize equipment downtime.
Staff currently use Lawson Products, Inc. as the primary vendor for these supplies, and request approval to establish an annual contract with Lawson Products, Inc. piggybacking on Omnia Partners Contract No. R240804.
Background Discussion:
The Fleet Maintenance Division supports over 700 pieces of equipment and performs daily repairs requiring a wide range of small parts. Lawson Products, Inc. provides inventory management services, including stocked bins, which ensures timely access to parts and reduces equipment downtime.
Multiple City divisions utilize this contract, with Fleet being the largest user. Lawson Products, Inc. provides weekly on-site restocking to maintain established inventory levels across the divisions.
Omnia Partners Cooperative Purchasing helps the City save time and money by providing access to competitively solicited, ready-to-use contracts. Cooperative Purchasing is defined by the American Bar Association Model Procurement Code for State and Local Governments as “procurement conducted by, or on behalf of, one or more public procurement units.” Omnia Partners streamlines the purchasing process by issuing national competitive solicitations that meet or exceed local requirements. Because Lawson Products, Inc. is already competitively bid through Omnia Partners, the City is able to utilize that contract to obtain Omnia Partners’ pricing.
Omnia Partners Contract No. R240804 expires October 31, 2027, with an option to extend for up to two additional one-year terms.

Expenditures are paid initially out of the Fleet Maintenance Fund. These costs are then charged to the vehicle use department monthly, as incurred.
Prior Council Action: On February 6, 2023, council approved an annual contract with Lawson Products.
