Staff recommends that the City Council authorize the City Manager to award an eight-month temporary emergency contract for landscape maintenance services for Landscape and Lighting Districts, Quadrant D, to Clean Cut Landscape, Inc., of Clovis, California, in an amount not to exceed $214,323.76.
Summary:
The current landscape maintenance contract for Quadrant D is scheduled to expire in October 2026. Quadrant D consists of 31 Landscape and Lighting Districts encompassing approximately 19.84 acres of maintained turf and planter areas. The service area is located south of Freeway 198 and Caldwell Avenue, between South Santa Fe Street and Lovers Lane.
The proposed eight-month temporary emergency contract will provide continued landscape maintenance services to support the ongoing care, appearance, and functionality of public landscaping throughout Quadrant D while staff prepares and issues a new Request for Bids for the area. The subsequent contract is anticipated to be for a one-year term, with four additional one-year renewal options.
Background Discussion:
On August 7, 2026, staff was directed to obtain quotes for an eight-month temporary emergency landscape maintenance contract for Quadrant D from current and existing landscape maintenance contractors. In response, staff initially explored subdividing the approximately 20-acre Quadrant D area into three sections, D1, D2, and D3, and soliciting separate proposals for each area. The intent was to structure the work so that each individual contract would have approximately 5-8 areas and would allow existing vendors and new be successful.
Staff solicited proposals from several landscape maintenance contractors and ultimately received responses from two contractors: Clean Cut Landscape, Inc., based in Clovis, and Going Green, based in Tulare. Staff's initial proposed assignment was to award Quadrants D1 and D3 to Clean Cut Landscape, Inc. and Quadrant D2 to Going Green.
Clean Cut Landscape, Inc. currently provides landscape maintenance services for several City Landscape and Lighting Quadrants, including Quadrant L, and has demonstrated reliable performance and satisfactory service quality. Going Green was not able to meet the urgency for all required contracting paperwork.
Because the City needs to secure landscape maintenance services for Quadrant D by October 1, 2026, staff recommends moving forward with Clean Cut Landscape, Inc. for the entire approximately 20-acre Quadrant D area. This approach will allow the City to secure the required services within the necessary timeframe while utilizing a contractor that is familiar with the City's landscape maintenance requirements and has an established record of providing services to the City.
The proposed Quadrant D agreement is an eight-month temporary emergency contract in an amount not to exceed $214,323.76. Because the total contract amount exceeds the $100,000 threshold, City Council approval is required.
The resulting contract is classified as a public works maintenance contract and is therefore subject to State of California prevailing wage requirements, contractor registration with the California Department of Industrial Relations, submission of certified payroll records to the Labor Commissioner, and all other applicable requirements identified in the City's Labor Compliance Manual, which was included as part of the contract specifications.

The total fiscal impact of the eight-month temporary emergency landscape maintenance contract for Quadrant D is an amount not to exceed $214,323.76. Funding for the contract is budgeted in Landscape and Lighting Fund.
