Department Recommendation:
Staff recommends that City Council authorize the City Manager to award the construction contract to A-C Electric Company of Bakersfield, CA for the Traffic Signal Interconnect Project along Ben Maddox Way and Tulare in the amount of $1,447,432 and appropriate $1,876,000 from the Measure R Local Fund (131).
Summary:
This project is to provide traffic signal interconnect communication to existing traffic signals along sections of Ben Maddox Way, Tulare Ave, Noble Ave, and Lovers Lane. A new fiber optic communication cable shall be installed, along with associated equipment, to establish communication with the Traffic Management Center (TMC). In addition, the new fiber cable will also expand the City’s Information Services communication network to the new Fire Station #56.
Background Discussion:
The City continues to expand its Intelligent Transportation System (ITS) network by establishing new connections to signalized intersections. Under that broad goal, this project will install new fiber optic cable between VECC and existing signalized intersections along the following street sections:
- Ben Maddox Way from Goshen Avenue to Tulare Avenue
- Tulare Avenue from Ben Maddox Way to Lovers Lane
- Noble Ave from Ben Maddox Way to Walmart driveway
Within each signalized intersection, new communication equipment will be installed and connected to the existing infrastructure. New equipment to be installed includes CCTVs, signal controllers, ethernet switches, fiber terminations panels, and other ancillary equipment that will enable communication with the TMC located in the Visalia Emergency Communication Center (VECC). The traffic signal interconnection communication will expand the City’s ITS network to connect seven additional signalized intersections. Five of these traffic signals will be along Ben Maddox Way from Goshen Avenue to Tulare Avenue which average about 21,000 vehicles per day. The connectivity between the seven traffic signals along this corridor and the TMC will allow for the modification of these traffic signals remotely from the TMC, allowing for better flow of traffic. Additionally, a new fiber optic cable shall also be installed between VECC and the new Fire Station #56 on Lovers Lane, which is currently under development, to provide communication network capabilities and emergency-vehicle traffic control.
Bidding Process:
Staff advertised RFB 22-23-64 for the Traffic Signal Interconnect Project from August 9, 2023 to September 7, 2023. Two companies responded with the following bids:

City staff reviewed all the bids submitted and found each bidder submitted the required information. A-C Electric Company’s bid proposal was determined to be the lowest responsive bid. As part of the review process, the references provided by A-C Electric Company have been verified. The response from each reference was favorable and demonstrated that A-C Electric Company can perform the work for this project.

A total of $1,876,000 is needed to fund the construction phase of the project. Staff recommends allocating funds from Measure R Local Fund. The Fire Station project will reimburse Measure R Local Fund.
Any remaining funds, upon completion of the construction, will be returned to the appropriate fund from which they were allocated.
Alternatives: Not award the construction contract and re-advertise the project.

City Council authorized the City Manager to award the professional design services contract to Kimley-Horn and Associates, Inc. for the design of the Traffic Signal Interconnect Project in the amount of $136,615.00 and appropriated $150,000 from Measure R Local Fund (131) for the design phase.
