Department Recommendation:

Staff recommends that the Council authorize the City Manager to award a sole source contract to Golden State Emergency Vehicle Service for the purpose of providing Pierce fire apparatus parts, service and repairs, as needed. The annual contract shall not exceed $175,000 annually, or $875,000 over the life of the contract. Staff is recommending the initial contract be for one year, with an option to renew annually for up to an additional four years.                                                    

 

Background Discussion:

Golden State Emergency Vehicle Service is the authorized repair and parts supplier for Pierce Manufacturing Inc. for this region. Staff is currently operating on a temporary month-to-month contract extension, given the past contract (C19048) expired on 4/09/2024. If Golden State cannot respond, they send a repair unit out of the Pierce's franchise in San Luis Obispo, CA. This contract will be used by the City of Visalia Fleet Maintenance division. The City of Visalia fire department currently has twelve (12) Pierce fire apparatus units, and each require specific services and repairs to the apparatus that Fleet does not perform in-house due to time constraints and dealer-only certifications. Those items are as follows:

                     Transfer case rebuilding.

                     Pump rebuilding.

                     Transmission rebuilding.

                     SRS system (seatbelts and air bags - must be certified to repair).

                     Water tank repairs.

                     Command zone programming.

                     Annual ladder testing and certification.

                     Alignments.

 

 

 

 

Fiscal Impact:

Parts, Repair & Service of Pierce Fire Apparatus are budgeted in Fleet Operations Division 5012.

Prior Council Action: Council approved a one-year contract with four one-year extensions to Golden State Emergency Vehicle Service of Sacramento on April 1, 2019.
