Department Recommendation:

Staff recommends that the City Council authorize the City Manager to execute an agreement with Kleinfelder Inc. to provide construction materials acceptance testing services and execute an agreement with Moore Twining Inc. for construction materials independent assurance testing services for the Riggin Avenue Widening Project Mooney Blvd. to Conyer St. The cost for acceptance testing is not to exceed $115,453.00 and the cost for independent assurance testing services is not to exceed $20,605.00.

 

Background Discussion:

The purpose of the “Riggin Avenue Widening Project” is to increase vehicle capacity on Riggin Avenue by adding additional east/west lanes and to provide for an efficient flow of traffic in support of the increase in development within the surrounding area. In addition, the City Council identified this segment of Riggin Avenue from Mooney Boulevard to North Conyer Street as a priority transportation corridor as it was part of the “Ring-Road” concept previously identified in various City reports. 

The City of Visalia accepted $2.4 million from the Highway Infrastructure Program (HIP) federal funding for the construction of the “Riggin Avenue Widening Project.”

This project will reconfigure Riggin Avenue to a 4-lane divided roadway and will modify the intersection of Riggin Ave. at Giddings St. as a protected intersection and to it’s ultimate configuration as well as incorporate a frontage road on the south side of Riggin Ave.

This project also proposes construction of sidewalk on the southside of the roadway which will impact some private fences along the property frontages.  A staff report and presentation is scheduled for work session January 21st 2025 to further discuss these improvements and the impacts to the local residents. 

The City of Visalia Purchasing Division issued a request for Qualifications (RFQ) to retain up to five (5) qualified consulting firms to provide Material Testing Services on an on-call basis.  The City received and reviewed eight (8) proposals in response to the solicitation.  A selection committee reviewed and ranked each proposal to develop a list of five qualified firms. 

As part of this RFQ solicitation, Riggin Avenue widening project specific acceptance testing (AT) proposals and independent assurance verification (IAV) testing proposals were solicited and received.  The same city review committee evaluated the AT and IAV proposals received to select the most qualified consultant for Riggin Avenue widening project.  City received five (5) AT proposals and two (2) IAV proposals, the following consultants were selected for AT services and IAV services:

-                     Kleinfelder Inc was selected for the acceptance testing services for Riggin Avenue widening project as they are a qualified firm with strong experience in FDR-C testing and observation.

-                     Moore Twining Associates Inc was selected for the independent assurance testing services for the Riggin Avenue widening project as they are a well-established firm and capable of performing all necessary assurance testing for the project.

Project Timeline:

Riggin Avenue Widening Project Mooney Blvd. to Conyer St. - Construction awarded August 2024, project anticipated to begin in early Q1 2025.

Fiscal Impact:

The Riggin Ave Widening project Mooney Blvd. to Conyer St. is funded using Highway Infrastructure Program (HIP)  funds from the Federal Highway Administration (FHWA), Measure R Regional (133) funds from Tulare County Association of Governments (TCAG) and Transportation Impact Fee (241) funds.   See below the project funding breakdown.

Prior Council Action:

August 5, 2024:

Authorized the City Manager to award the construction contract with Cen-Cal Construction for Riggin Ave Widening Mooney Blvd to Conyer St. in the amount of $6,480,000.00; authorized the transfer of Measure R Regional funds; authorize the appropriation of additional Transportation Impact Fee and Measure R Regional funds; and authorize the amendment to the Measure R Supplemental Agreement.

 

February 21, 2023

Authorized the City Manager to proceed with the design and construction of a bicycle Protected Intersection at the Riggin Avenue and Giddings Street associated with the Riggin Widening Project Mooney Blvd. to Conyer St and for staff to develop guidelines that evaluate these intersections treatments at future locations on a case by case basis and to proceed with implementation.

 

December 5, 2022

Authorized the City Manager to approve payment to California Water Service in the amount of $150,259.00 for the installation of five fire hydrants and two irrigation services as part of the Riggin Widening project between Mooney Blvd to Conyer St and appropriated and additional $85,000 in Highway Infrastructure Program (HIP) funds.

 

September 19, 2022

Authorized the City Manager to execute the Southern California Edison (SCE) Joint Use Agreement (JUA) and adopted Resolution 2022-52 for the Riggin Widening project between Mooney Blvd to Conyer Street.
