Department Recommendation:

Receive a staff presentation outlining the results of the Visalia Central Core Sidewalk Survey completed by Precision Concrete Cutting.

 

Summary:

Precision Concrete Cutting (PCC) completed their survey of the central core sidewalks that were located around the grant-funded trees previously installed by the City of Visalia. The main intent of this contract is to have PCC complete concrete shaving repairs and other minor miscellaneous repairs in an effort to minimize trip hazards in the downtown area. Upon completion of the survey, it was determined that about 70% of the downtown trip hazards present could be completed utilizing shaving and miscellaneous repairs for a cost of approximately $214,325. City staff is currently working with PCC to schedule and move forward with this work. It is anticipated that they will start construction around July 7, 2025 and it will take approximately 45 working days to complete this work.   

 

Background Discussion:

On March 3, 2025, the Council approved the contract with Precision Concrete Cutting (PCC) for a total amount not to exceed $500,000. This contract covers sidewalk surveying and concrete shaving services. A survey was conducted on central core Visalia's sidewalks to evaluate the necessary improvements around previously installed grant-funded trees and to identify the repair methods needed to correct deficiencies and trip hazards in particular to identify areas where concrete shaving can address uneven sidewalk issues.  

 

PCC completed approximately 15.63 miles of sidewalk surveys and collected a total of 3,074 data points. The survey area extended 10 feet from the center of each grant funded trees. This data includes specific areas identified for repair through concrete shaving work, concrete pavement and tile removal and replacement, and concrete patching and filling work.

 

As part of the contract, concrete shaving is recommended for lifts on concrete panels ranging in height from 1/4 inch to 2 inches. The survey showed that approximately 65% of the deficiencies could be mitigated by concrete shaving, 30% required concrete pavement/tile removal and replacement, and 5% required patching/filling work.

 

City staff reviewed the report and is scheduling PCC to carry out the patching, filling, and concrete shaving work. PCC's proposal for the concrete shaving is $199,424, and the cost for patching and filling is $14,901. The total projected cost for the project is $214,325, not accounting for any unforeseen circumstances. PCC plans to begin repairs on July 7, 2025, with an estimated duration of 45 working days.

 

The concrete shaving process is relatively quick and straight forward which should have minimal impacts to pedestrians on the sidewalks. Staff is working with the contractor to schedule work so that higher pedestrian traffic areas are done early in the morning during non-peak times. During the busier later morning/afternoon hours the contractor will move their work to the lesser trafficked areas towards the outer limits of the downtown.   

 

The survey estimated that it would cost around $1.2 million of additional funding to complete the remaining concrete and tile removal and replacements. Staff is currently looking into having the parks department staff perform tile replacements and is also looking into other options for concrete removals and replacements. Staff will return with a plan for this additional work by early fall.

 

Fiscal Impact:

The current contract with PCC is not to exceed $500,000. Last fiscal year, funds were allocated in the Risk Fund for this project. The cost of the survey work was $9,720, and the proposed concrete shaving and filling work is estimated at $214,325. There are sufficient funds available and leaving a remaining total balance of $275,955.

 

Prior Council Action:

March 3, 2025 - Council authorized the City Manager to execute a contract with Precision Concrete Cutting for an amount not to exceed $500,000 for surveying and concrete shaving purposes, to attach to the Purchasing Cooperative of America Contract #PCA OD-311-20 and appropriate $500,000 from the Risk Fund.
