Department Recommendation:

Staff recommends that the City Council receive a presentation and have a continued discussion regarding the Civic Center Phase II project and approve the landscape plans and options as outlined in the attached presentation.

Summary:

The City Council previously provided direction on the building locations, site plan, floor plans and architectural style. Following that meeting, City Staff and the Architects began to develop the “Mission Inspired” architectural style, further refine the building elevations and site plan, and began to develop the landscaping, outdoor amenities, and space programming specific to Civic Center Phase II. Currently the project is nearing completion of the Schematic Design Phase which includes final building renderings, floor plans, elevations, technical reports, landscape and site plans, and updated cost estimates. Tonight’s presentation shows landscaping options and staff is requesting Council approve several landscape and site plan options.

 

Fiscal Impact:

The total estimated cost for Phase 2 of the Civic Center is $107M. The estimated cost includes design fees, project management, site work, extension of utilities, building construction, permits, fees and inspections. The landscape plans and options shown in tonight’s presentation are included in the current project cost estimates.

 

With the completion of the new civic center complex, there will arise a need for a dedicated full-time employee to oversee maintenance and landscape management. This requirement is driven by the consolidation of the current city buildings (five in total) into one cohesive campus. While this transition reduces the necessity for specialized maintenance personnel for individual buildings, it will demand focused attention on the overall facility and landscape maintenance of the civic center. Staff estimates that the same number of personnel will be maintained, however ensuring the allocation of dedicated time to the civic center landscape will ensure the facilities and grounds are well-kept, visually appealing, and will contribute to the overall ambiance of the complex.  Staff recognizes this and will include these factors in future budgets.

 

Prior Council Action:

April 17, 2023 - Council approved moving forward with the Schematic Design Phase and approved the Sub-Committee recommendation for Phase Cost Savings Option 1, and authorized obtaining appraisals for land acquisition.

 

February 6, 2023 - Council received an update and presentation on Phase 2 of the Civic Center

 

December 19, 2022 - Council received an update and presentation on the site plan and possible architectural styles for the Civic Center buildings and approved the “Mission Inspired” style.

 

November 21, 2022 - Council received an update and presentation on the site plan and provided direction on the building orientation.

 

October 17, 2022 - Council accepted the presentation and approve the recommended site plan layout.  City Council further considered and provided input on architectural styles via a visual exercise.

 

April 4, 2022 - Council Received an update on the Public Safety Office Building and City Council Chambers Project and approved a Consultant Contract Amendment requested by Darden Architects

 

June 7, 2021 - Council approved a motion for Mayor Steve Nelsen to appoint two members of the Council to the Planning & Preliminary Project Assessment Committee.

 

March 15, 2021 - Council authorized the City Manager to enter into an A/E contract with Darden Architects to design the Public Safety Office Building/City Council Chambers.

 

November 4, 2019 - Council approved using the design-bid-build method of procurement for the PSOB Project.

 

August 19, 2019 - Council authorized appropriation of funds to issue an RFP for A/E Consulting Services for the new PSOB Project.

 

August 5, 2019 - Council received an update on the PSF project planning. Council directed staff to return with recommendation for appropriation of funds and creation of a new CIP for the planning and design of the new Public Safety Facility.

 

March 4, 2019 - Staff was directed to begin the planning phase of the new Public Safety Facility, and to return with an update on building size, staffing and Project funding.
