Department Recommendation:
Staff recommends that the City Council:
1. Authorize the City Manager to enter into a contract with Insituform Technologies, LLC for RFB 23-24-70 for the Tipton Mineral King Sewer Repair Project (4330-7200/CP0377-999) in the amount of $1,286,950.00.
2. Authorize the appropriation of $95,000 from the Wastewater Fund (431) to this project, CP0377.
Background Discussion:
The California Department of Toxic Substance Control (DTSC) detected traces of tetrachloroethylene (PCE) in Visalia in the early 2000’s and therefore began investigating dry cleaner facilities in the City of Visalia. As a result of the investigation, in 2010, DTSC issued an imminent and substantial endangerment order to Mission Linen Supply located at the corner of Tipton Street and Mineral King Avenue. Further investigation revealed that PCE from the Mission Linen site found its way into the City’s sanitary sewer system. Video of the sewer lines subsequently showed that some of the City’s sewer lines had cracks and other deficiencies that allowed for infiltrated PCE to exude into the surrounding soil.
As ordered by the court, the City is required to repair the respective sewer lines around the site and is responsible for a portion of the cost for soil remediation. Mission Linen itself is responsible for conducting the soil remediation. In regards to the sewer lines, the video shows mostly older vitrified clay pipes (VCP) that exhibit cracks, crushing, sags, and joint failure. There are also adjacent concrete storm drain lines that may be affected.
The purpose of this project is to repair sewer lines that were found to be deficient along Mineral King Avenue, Tipton Street, and Santa Fe Street. These sewer lines are located within the contamination plume identified in the Expert Report associated in the matter of Mission Linen Supply v. City of Visalia dated July 2016. That report concluded that contaminants infiltrated from the sewer into the surrounding soil due to the deficiency in the sewer lines. Those contaminants which were a waste/pollutant by-product of Mission Linen’s dry-cleaning operations were discharged directly into the City’s sewer system. The project will also remediate a portion of soil excavated with this project.
Additional soil remediation was needed for the site, aside from what is excavated with the sewer repairs. Mission Linen was responsible for remediating the soil, with the City being financially responsible for half of that endeavor. Both the repair of the sewer and the city’s portion of soil remediation is being done in accordance to court order in compliance with the Department of Toxic Substances Control (DTSC). Mission Linen has been remediating the soil by means of soil vapor wells located along Mineral King Avenue.
In 2020, city staff procured a design consultant for the project and began the design for sewer repair. The City prepared a package for bid late 2022 and advertised in 2023, unfortunately the bid only generated one bidder that was unable to execute the contract. City staff revisited the bid package and increased the design consultant’s scope of work to provide clearer direction in the construction bid package on dealing with the possible PCE contaminated soil and disposal. An updated bid package was completed in 2024 and advertised for construction. Following the completion of this construction work, all sewer pipes associated with this DTSC investigation and PCE contamination will have been corrected. Mission linen Supply will work toward final soil remediation reporting and coordinate with DTSC for further direction if necessary.
Bidding Process:
The City of Visalia issued a formal Request for Bids (RFB) to solicit construction services for the RFB 23-24-70. On February 4, 2025 city staff received three (3) bids from the following contractors:

The apparent low bidder is Insituform Technologies LLC, Bids have been reviewed, and references have been verified. After review of bids and refence checks staff recommend the contractor can perform the work for the project. The low bidder was within 10% of the engineers’ estimate.
Fiscal Impact:
Bid proposals for construction have come in higher than previously estimated construction costs due to the continuing increase in construction costs. When evaluating bid unit costs to estimated costs, construction costs increases are reflected on each item. Refer to the Project Budget Summary below.
