Department Recommendation: Staff recommends that the City Council authorize the filing of a notice of completion for the Tulare Avenue major road rehabilitation project from Demaree to Cotta.

 

Summary:

This project included rehabilitating Tulare Avenue from Demaree to Cotta. This rehabilitation effort included grinding and asphalt overlaying streets, areas of street rehabilitation, traffic signal modifications, curb return upgrades, curb and gutter repairs, and multimodal enhancements.

 

Background Discussion:

Tulare Avenue was selected for resurfacing as part of the City of Visalia’s pavement management plan. The Tulare Avenue major road rehabilitation project was originally intended to be advertised for bid in October of 2022 after receiving authorization from Caltrans. Following the initial authorization, the project experienced a significant delay due to staff turnover. Furthermore, this delay was exacerbated by the Public Rights-of-Way Accessibility Guidelines (PROWAG) formerly adopting standards on September 7th, 2023, which required a redesign of each intersection identified for rehabilitation. This comprehensive redesign extended the timeline for final design, plan approvals, and bid advertisement.

 

Upon completion of the redesign and full compliance with the newly adopted standards the project was formerly advertised on February 27th, 2025, with a bid opening on April 8th, 2025. Shortly after the bid opening the lowest bidder was awarded the construction contract on April 21st, 2025.

 

The project was formerly issued a notice to proceed on June 16th, 2025, with an official start date of June 23rd, 2025, and end date of December 11th, 2025.

 

Due to project pauses, weather delays, and outreach coordination during the official project timeline, all construction ended in March of 2026.

 

Change Orders:

The final cost of the construction contract including change orders is $5,775,105.09. A total of 9 change orders were processed totaling $572,709.09. Below is the summary of the contract changes:

 

 

Errors & Omissions (E&O)

During the design phase of the Tulare Avenue project the traffic signal loops on Tulare Avenue at Demaree Street and Mooney Boulevard were not scheduled for reinstallation. These needed to be reinstalled, so the intersections remained functional.

 

Balance of Quantities (BQ)

Miscellaneous manholes, concrete, hot mix asphalt (HMA), and Class 2 aggregate base were adjusted from the bid schedule quantities.

 

Unforeseen (UN)

During the pavement rehabilitation portion of the project, the old county road and loose gravel base were encountered during the milling operation. This resulted in uneven roadway surfaces that were not suitable for pavement overlays. Due to this condition, staff worked with the City’s material testing firm, contractor, and internal staff to resolve this issue. A three-step process was initiated that consisted of an asphalt leveling course to smooth out the uneven roadway, a pavement stability mat, then the final asphalt lift on top to bring the roadway back to original grade.

 

Change of Scope (CofS)

During the design phase of the Tulare Avenue project multiple areas of curb and gutter were not included in the original bid schedule. Additional curb returns, curb and gutter, drive approaches were fixed with the project. These additional items were added to prevent pavement failure near failed curb and gutter.

 

 

Fiscal Impact:

The Tulare Avenue Major Road Rehabilitation is funded by the Surface Transportation Block Grant Program (STBGP), the Highway Infrastructure Program (HIP) through the Federal Highway Administration (FHWA), the SB1 Road Maintenance Account and the Wastewater Fund (431). See below the project funding breakdown.

The CMAQ funding of $2,989,000 was fully expended. The remaining balance shown in the above table is from the SB1 Road Maintenance funds and will be returned to the SB1 Road Maintenance fund.

 

Prior Council Action:

June 5, 2023

Adopted Resolution No. 2023-20 to designate SB1 RMRA 2023-24 funding to 1) Tulare Ave Road Rehab from Demaree to Cotta; 2) Plaza Drive Intersection Improvements; and 3) Center and Acequia Street Rehabilitation.

 

July 18, 2022

Accepted and approved the appropriation of Surface Transportation Block Grant Program (STBGP) funds and Highway Infrastructure Program (HIP) funds totaling $2,989,000 to the Major Street Rehabilitation - Tulare Ave from Demaree St to Cotta St Project.

 

June 7, 2021

Council received 2nd staff presentation on parking protected bike lane concept along Tulare Ave with multi modal Intersection enhancements.  Pubic feedback was received and presented to Council.
