Department Recommendation: Staff requests City Council to authorize the fee payment of $169,844 to California Water Service for the installation of fire hydrants and water services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.

Summary:

The Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane will be widening the existing roadway from 2-lanes to 4-lanes with a raised center median.  California Water Service will also be installing water mains within Caldwell Avenue to complete their water system network.

As part of the work being performed by California Water Service, seven (7) fire hydrants will be installed per fire code for fire protection along the arterial roadway to provide water resources for emergency personnel combatting vehicle fires and other fire emergencies. Future development may also utilize these hydrants for fire protection but may be required to install additional hydrants to serve their projects depending on the ultimate location of their structures. Additionally, there will be three (3) irrigation services installed to serve the roadway median landscaping that will be constructed with the Caldwell Avenue project.

The $169,844 cost being paid by the City includes paying for the fire hydrants and irrigation services that were specifically requested by the City to be included with the water system work being performed by California Water Service. All other work is being paid for by California Water Service.

Background Discussion:

The City of Visalia has a roadway widening project for Caldwell Avenue from Santa Fe Street to Lovers Lane (Rd. 140) which will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, curb, gutter, sidewalk, and a joint use pathway. This project will include the extension of the City’s storm drain and sanitary sewer systems within the City’s project limits.

California Water Service will be installing water mains within Caldwell Avenue to complete their network of water mains to provide for current and future water customers within the limits of this project.  The fee payment is for the installation of fire hydrants for fire protection and the installation of landscape irrigation services to support the landscaping planted as part of this project.  The fire hydrant locations have been reviewed and approved by the City of Visalia Fire Marshall.

California Water Service’s contractor will be coordinating the installation of the water mains, fire hydrants, and irrigation services with the city’s contractor to make use of the traffic control plans which will minimize impacts to the traffic flow through the construction zone.

Fiscal Impact: The payment for the California Water Service fees can be covered by the construction contingency and is within the project funding and the expenditure summary.  The project is funded by SB1-LPP funds and Measure R funds as shown in the following table.
