Staff requests City Council authorize the fee payment of $121,000 to the National Fish and Wildlife Foundation for mitigation credits for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.
Background Discussion:
The City of Visalia has a roadway widening project for Caldwell Avenue from Santa Fe Street to Lovers Lane (Rd. 140) which will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, curb, gutter, sidewalk, and a joint use pathway. This project will include the extension of the City’s storm drain and sanitary sewer systems within the City’s project limits.
The construction of the roadway improvements includes the replacement of an existing Tulare Irrigation District culvert west of Pinkham Street at Caldwell Avenue and the extension of the Cameron Creek culvert at the intersection of Caldwell Avenue at Lovers Lane. The replacement and extension of these culverts impact the stream channel, requiring compensatory mitigation for the authorized impact to 0.213 acres of stream channel. Mitigation requires the purchase of 0.213 acres of Aquatic Resource Credits in the Kaweah/Tule Aquatic Resource Watershed Service Area. The required credits are to be purchased from the National Fish and Wildlife Foundation’s (NFWF) Sacramento District California In-Lieu Fee Program.
The purchase of the mitigation credits is a requirement of the Regional Water Control Board to offset the stream channel impacts associated with the extension of the culverts. The purchase of mitigation credits for this project will accompany a Credit Transfer Agreement which is being prepared by the National Fish and Wildlife Foundation.
Fiscal Impact:
The payment for the mitigation credits associated with the culvert extensions is within the project funding and the expenditure summary. This project is funded by SB1-LPP funds and Measure R funds as shown in the following table.

December 16, 2024: City Council authorized approval of Amendment No. 6 with 4Creeks, Inc. in the amount of $104,630.00 for additional design services related to the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.
November 18, 2024: City Council authorized the award of the construction contract for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane to Avison Construction, Inc. in the amount of $14,741,768.00 and execute an agreement with Vanir Construction Management, Inc. to provide construction management services for the Caldwell Avenue Widening project from Santa Fe Street to Lovers Lane in the amount of $480,090.00.
