Department Recommendation:

Approve the Citizens Advisory Committee’s recommendation to appoint Jim Reeves as voting member of the Citizens Advisory Committee. Mr. Reeves would take over a vacated term set to expire in June of 2025 and eligible to be considered for a second term starting in July, 2025.

Background Discussion:

The Citizens Advisory Committee (CAC) consists of eleven (11) members. There are currently two (2) vacancies on the committee. If this appointment is approved by Council, Jim Reeves will fill a vacancy for the term that will expire in June of 2025, at which time Mr. Reeves will be eligible to be considered for a second term. An unexpired term that has more than half the term remaining is considered to have served a full term. A Committee member that serves less than half an unexpired term can be considered to serve their first full term upon reappointment. Since the unexpired term still has 16 months remaining, it will be considered the first full term and Mr. Reeves would be eligible for two additional terms after 2025.

The CAC meets monthly for a variety of purposes including:

•                     Annually review the City’s use of the Measure T Public Safety Sales Tax commenting on the City Manager’s certified budget and the outside auditor’s review of monies spent.

•                     Provide two (2) members to sit on the Measure N Oversight Committee.

•                     Provide training, review, and recommendations to Council for the distribution of non-profit youth grants.

•                     Provide input on the City’s use of Community Development Block Grants (CDBG) and other programs from Housing and Urban Development (HUD).

•                     Provide Council feedback on an annual basis with regards to proposed new and/or increased fees and rates.

If the recommended appointment of Jim Reeves is approved by Council, the eleven (11) member committee will be made up of the following members:

CITIZEN’S ADVISORY COMMITTEE Acts as a liaison between the general public and the City Council concerning community issues.
