Department Recommendation:
Staff recommends that the City Council accept delivery of thirteen (13) solid waste vehicles and issue Notice of Completion for the project. This action is required by the CMAQ program requirements.
Background Discussion:
The Visalia Solid Waste Division operates a fleet of 61 trucks, including 19 commercial front loaders, 5 roll-off trucks, and 37 residential side loaders. Under normal circumstances, trucks remain in service for approximately 12-15 years before replacement.
In May of 2019, funding from the Congestion Mitigation and Air Quality (CMAQ) program in the amount of $2,305,000 was authorized to fund 50% of the purchase of 13 new solid waste trucks.
At the Council meeting on January 6, 2020, Council authorized to award bid no. 19-20-18 to E.M. Tharp Inc. of Porterville, CA to supply and deliver 13 Compressed Natural Gas (CNG) solid waste trucks in the amount of $4,188,569.80. The purchase of 13 solid waste trucks included 7 residential side loaders , 5 commercial front loaders , and 1 roll-off truck.
The final cost to purchase the 13 CNG solid waste trucks was $4,215,468.23 which included change orders to install signage brackets on the 7 residential side loaders and on the 5 commercial front loaders. The City took receipt of the final truck in June 2022. The purchase of these 13 solid waste vehicles replaced 2008 model year vehicles and older.
In order to receive the full allotment of CMAQ funds, the City Council must authorize acceptance of the vehicles and issue a Notice of Completion for the project.
Fiscal Impact:
The total purchase price for the thirteen solid waste trucks was $4,125,468.23 (Various CIP No.’s: VH0020, VH0021, VH0022, VH0027, VH0028, VH0038). Once City accepts delivery of the vehicles and issues Notice of Completion, a reimbursement request will be prepared authorizing final reimbursement of CMAQ funding, totaling reimbursements to $2,305,000. The remaining cost of the thirteen solid waste trucks in the amount of $1,820,468.23, not reimbursed by the CMAQ program, was funded by the Solid Waste Enterprise Fund (441).
