Department Recommendation:  Staff recommends that the City Council authorize the City Manager to award RFB No. 24-25-39, an annual contract for on-call electrical repairs at various city-owned parks and facilities, to A-C Electric Company of Visalia, California, in an annual amount not to exceed $165,000.

 

Summary:

The proposed contract will provide comprehensive on-call electrical repair, maintenance, replacement, and installation services for electrical systems located at various city-owned parks, recreation facilities, trails, sports fields, and municipal buildings.

 

Services include troubleshooting and repairing electrical systems; replacing and upgrading electrical panels, wiring, lighting fixtures, poles, switches, outlets, transformers, relays, and circuit breakers; installing new electrical infrastructure; converting existing lighting systems to energy-efficient LED technology; maintaining sports field, pathway, landscape, and restroom lighting; repairing electrical controls, timers, and electronic lock systems; and performing other electrical improvements necessary to maintain safe, reliable, and code-compliant facilities.

 

Because these electrical systems are critical to public safety, park operations, and the functionality of city facilities, the contract requires the selected contractor to provide 24-hour on-call availability and maintain sufficient staffing to respond to emergency service requests within two (2) hours, seven (7) days per week, including weekends and holidays.

 

This rapid response capability will help ensure timely restoration of essential electrical systems, minimize service disruptions, address public safety hazards, and support the continued operation of city facilities.

 

Background Discussion:

On May 12 and May 17, 2026, the City advertised the Request for Bids (RFB) in the Visalia Times-Delta. The RFB was also posted on BidNet Direct, and bid notifications were distributed to prospective vendors.

 

On May 27, 2026, the City conducted a non-mandatory pre-bid meeting in the City Council Chambers to review the project scope, contract requirements, and answer questions from prospective bidders.

 

On June 10, 2026, the City received bids from three (3) contractors. Staff reviewed each bid for responsiveness, mathematical accuracy, and conformance with the specifications contained in the RFB.

GA Technical Services submitted the lowest bid. However, during the bid evaluation process, staff determined that the company operates from Glendora, California, and could not satisfy the contract requirement to provide emergency response services within two (2) hours, twenty-four (24) hours per day, seven (7) days per week, including weekends and holidays.

 

The emergency response requirement is essential because the contract covers electrical infrastructure that supports public safety, park operations, and the continued operation of city facilities. Failure to meet the required response time could result in prolonged service interruptions, increased public safety risks, and delays in restoring critical electrical systems.

 

Because GA Technical Services could not meet this material contract requirement, staff determined the bid to be non-responsive and recommends award of the contract to the next lowest responsive and responsible bidder, A-C Electric Company of Visalia, California.

 

A-C Electric Company has successfully performed electrical work for the City of Visalia on previous projects. Staff contacted the references provided by the contractor and confirmed the company’s qualifications, quality of work, and satisfactory performance. Staff verified that the contractor’s Department of Industrial Relations (DIR) registration is current and that its CSLB C-10 (Electrical Contractor) license is active and in good standing. Staff also confirmed that A-C Electric Company is not listed on the Division of Labor Standards Enforcement (DLSE) debarment list.

 

This agreement is classified as a public works maintenance contract and is subject to all applicable state prevailing wage requirements, including contractor registration with the Department of Industrial Relations, submission of certified payroll records, and compliance with the City’s Labor Compliance Manual, which was included in the contract specifications.

 

The initial contract term is twelve (12) months, with the option to renew annually for up to four (4) additional one-year terms, subject to satisfactory contractor performance, available funding, and mutual agreement between the City and the contractor.

 

Annual price adjustments at each renewal will be based on the Consumer Price Index (CPI), as specified in the contract documents.

 

Should additional city-owned parks or facilities be incorporated into the contract during its term, compensation for those additions will be calculated using the contractor’s approved unit prices in accordance with the contract provisions.

 

Fiscal Impact including annual maintenance and operating costs: The fiscal impact for RFB No. 24-25-39, annual contract for on-call electrical repairs at various city-owned parks and facilities, will be allocated from the General Fund account. The contract will primarily be utilized by the Building, Parks, Trails, and Urban Forestry Division and will not require a budget amendment.
