Department Recommendation:
Staff recommends that the City Council authorize the City Manager to award the design contract to JLB Traffic Engineering for professional consulting services to prepare plans, specifications, and estimates for the Traffic Signal Interconnect Improvements at Various Locations Project in the amount not to exceed $122,908.59 (3010-72000/CP0513-999).
Background Discussion:
The City is requesting the services of a Consultant to prepare the Plans, Specifications, and Estimates (PS&E) for the construction of traffic signal interconnect improvements. These improvements will include 5.5 miles of fiber optic cable installation in existing conduit, 0.5 miles of new conduit and new fiber optic cable installation, and connection of 13 traffic signals to the fiber optic system. The locations receiving interconnect improvements include: Houston Avenue from Demaree Street to Giddings Street, Mooney Boulevard from Murray Avenue to Houston Avenue, Murray Avenue from Mooney Boulevard to Divisadero Street, Ben Maddox Way from the Visalia Emergency Communication Center at Goshen Avenue to St. Johns Parkway, and Demaree Street from Caldwell Avenue to Campus Avenue.
In January 2021, the City of Visalia submitted applications to Tulare County Association of Governments (TCAG) for Congestions Mitigation and Air Quality (CMAQ) grant funding. These applications were for traffic signal interconnect improvements at various locations to include: Houston Avenue, Ben Maddox Way, and Demaree Street. The City was awarded $1,097,000 in CMAQ grant funding for construction.
In February of 2022, City Council authorized to receive and appropriate the awarded CMAQ funds for this project totaling $1,097,000. In addition, City Council authorized the City Manager to execute a Measure R Supplement Agreement with TCAG to utilize $247,000 of Measure R Regional funds for this project. The $247,000 of Measure R funds for this project are to be used for no- construction related costs including but not limited to: consultant design costs, city staff time, and permitting and inspections.
Selection Process:
On February 2022, the City of Visalia City Council approved an on-call list of consultants to provide professional design services for traffic signals and related projects through RFQ 20-21-55, “On-Call Professional Services for the Design of Traffic Signal and Intersection Improvements”. JLB Traffic Engineering is one of the four prequalified engineering consultants on the on-call list and is next to provide design services.
In April 2022, staff requested a scope and fee proposal for the Traffic Signal Interconnect Improvements at Various Locations Project from JLB Traffic Engineering. Following a review of their proposal, refinement of scope, and negotiation of fee, JLB’s total design fee of $122,908.59 is determined reasonable. The project entails the design of 6.0-miles of fiber optic conductor cable of which 5.5-miles of it will be installed into existing conduit and will also include installation of communications equipment at 13-existing signalized intersections (see attached project location map). With the installation of the fiber optic conductor cable, these 13-major signalized intersections will connected into the City of Visalia's traffic management network which will facilitate the monitoring and coordination of the traffic signals along these various street segments. As a result of JLB’s prequalification through the on-call list and past experience in working with the City, staff recommends that JLB be awarded the contract.

The $247,000 of Measure R funds for this project are planned to be used for non-construction related costs including but not limited to: consultant design costs, city staff time, and permitting and inspections.
JLB Traffic Engineering has submitted a proposal for consultant design services in the amount of $122,908.59. City staff has reviewed the submitted proposal and finds the proposal from JLB Traffic Engineering is within the budgeted amount for the project. City staff recommends to authorize the City Manager to award a contract to JLB Traffic Engineering for consultant design services for the Traffic Signal Interconnect Improvements at Various Locations Project in the amount not to exceed $122,908.59

There is a surplus of funds at this stage as a result of design costs being negotiated to be within the project budget. The project budget will be refined throughout the design process. There are sufficient funds available and therefore no additional appropriations are needed at this time.
