Department Recommendation: Staff recommends that City Council authorize the City Manager to award a 4-year Sourcewell contract to Wastequip Manufacturing Company, LLC for the purchase of solid waste commercial bins, roll off containers, and supplies for the total amount not to exceed $2,643,000 over four (4) years.
Summary:
The City budgets annually for the purchase of solid waste commercial bins and roll off boxes through the Capital Improvement Budget. The contract amount recommended within this staff report is based on the amounts identified within the final year of the currently appropriated 2-year budget, in addition to the amounts identified for the following 3 years of the 6-year capital improvement plan.
Background Discussion:
The Solid Waste Division utilizes various sized bins to collect trash, recyclables, and green waste from commercial accounts throughout the City. There are approximately 7,500 commercial bins and roll off boxes in service, and the typical lifespan of a bin is 10-15 years.
Commercial bins range in size from one to six yards in cubic proportion, and the roll off containers range from 15 to 40 yards. Staff is recommending that both the commercial size and roll off bins be included with this contract authorization.
Recent legislation has required cities to ensure that recycling services are administered to all commercial businesses within jurisdiction. This increased the bins in service by nearly 30% over the last 5 years, making it essential for this annual capital improvement project to be continuously approved to maintain the levels of replacement bins and repair parts on hand.
Sourcewell Piggy-back Contract:
As a government entity, the City can utilize various contracts at pre-negotiated contract pricing, including contracts listed by the Sourcewell Cooperative.
As of the beginning of this fiscal year, Sourcewell published a new contract (010825-WQI) that the City can utilize for the purchase of commercial bins. Based on the evaluation conducted by Sourcewell of 21 proposers, Wastequip was given the highest overall rating. Wastequip’s manufacturing and shipping point is Galt, CA and provides for the closest and lowest cost of shipping. The City has ordered commercial bins and boxes from Wastequip for many years, as this aids in keeping all inventory uniform and maintenance low for replacement parts and repair. This prevents the need to make any adjustments to the operating front-load arms on the trucks or any adjustments to operator training. This also minimizes the overall cost to operations as one contract can be utilized for parts and repair, as needed.
Fiscal Impact:
The City budgets annually for the purchase of solid waste commercial bins through the Capital Improvement Budget. The contract amount recommended within this staff report is based on the amounts identified within the final year of the currently appropriated 2-year budget, in addition to the amounts identified for the following 3 years of the 6-year capital improvement plan.

*Budget amounts planned for future years (shaded grey in above figure) are not yet appropriated. Renewal of this contract for additional future years will be contingent upon the appropriation of planned amounts during the future budget process.

The total of a four-year contract is being sought in order to match the current Sourcewell contract (010825-WQI) term maturity date of May 19, 2029.
Prior Council Action: 10/1/2021 - Council authorized a 1-year contract with 3 additional 1-year renewals in the amount of $406,000 per year.
Alternatives: As an alternative to a sole source contract, City may elect to conduct its own RFB process. This is not recommended as such an action is not expected to result in better pricing than is willing to be extended through the Sourcewell cooperative.
