Department Recommendation: It is recommended that the Visalia City Council approve the appointment of John Lollis to serve as the Assistant City Manager. In this role, he will provide general leadership and assistance within the organization, and also initially have the division assignments of Transit, Airport and Convention Center. The starting salary would be $204,000, which is within the approved range, and he would also receive the other benefits associated with a City of Visalia Department Head.
Background Discussion:
With the recent department of Nick Mascia, the former Assistant City Manager, the City Manager assessed options for filling this key position. While a recruitment is often undertaken to fill such a position, in this case, the City Manager is requesting confirmation of a direct appointment based on Lollis’ broad based experience in local government, the known success he has had serving the City of Porterville, and his local connections and knowledge of local government operations with Tulare County and the State of California.
Lollis has been the City Manager in Porterville for 15 years and has been with the City for 18 years serving as Administrative Services Manager and Deputy City Manager prior to becoming City Manager. Before joining the City, he was with the Burton School District for 12 years, 5 of which were as the Administrative Services Director. Not only does he bring a solid background in general government, but also a deep understanding of human resources and finance. He has worked with a number of the organizations that the City of Visalia works closely with including the Federal Aviation Administration, County of Tulare, Tulare County Association of Governments, the Tulare County Regional Transit Agency, the State and County OES, and the Measure R processes and procedures.
The City Charter calls for all Department Head appointments to be confirmed by the City Council; therefore, the City Manager is presenting, for Council’s confirmation, the appointment of John Lollis to be the Assistant City Manager with a salary of $204,000 plus the benefits associated with a Department Head in the organization.
