Department Recommendation: Staff recommends that the City Council authorize the City Manager to award RFB No. 25-26-48 for the annual contract for sports park mowing and aeration services to Perfect Care Landscape of Tulare, California, in an annual amount not to exceed $450,000.
Summary:
The proposed contract will provide routine mowing, aeration, and related turf maintenance services for City-owned sports fields to maintain safe, healthy, and playable athletic fields throughout the year.
Services include scheduled mowing of sports turf, seasonal core aeration, trimming and edging as required, debris removal associated with mowing operations, and other related maintenance necessary to preserve high-quality playing surfaces. The contractor will furnish all labor, equipment, materials, and transportation necessary to perform the work in accordance with City specifications.
Maintaining athletic fields throughout the City’s park system with regular mowing and aeration promotes healthy turf growth, improves field drainage, reduces soil compaction, enhances player safety, and extends the useful life of City sports fields. Awarding this annual contract will provide the City with reliable, consistent maintenance services while allowing staff to efficiently address seasonal workload demands and maintain service levels at City sports fields.
Background Discussion:
On May 20 and May 27, 2026, the City advertised Request for Bids (RFB) No. 25-26-48 in the Visalia Times-Delta. The RFB was also posted on BidNet Direct, and bid notifications were distributed to prospective contractors.
The City conducted mandatory pre-bid meetings on June 2, 2026, at 9:00 a.m., and June 4, 2026, at 1:00 p.m., in the City Council Chambers. During these meetings, staff reviewed the scope of work, contract requirements, and responded to questions from prospective bidders.
On June 18, 2026, the City received three responsive bids. Staff evaluated each bid for responsiveness, mathematical accuracy, and compliance with the requirements of the RFB.

Visalia Landscape and Tree Company submitted the apparent low bid. During the bid review process, staff identified what appeared to be an omission of costs associated with furnishing and delivering sand required under the contract. On July 2, 2026, Visalia Landscape and Tree Company, submitted a written request to withdraw their bid.
Staff subsequently evaluated the second-lowest bid submitted by Perfect Care Landscape and determined that it was complete, responsive, and met all requirements of the solicitation.
Perfect Care Landscape has successfully performed landscape maintenance services for the City on previous projects. Staff contacted the contractor’s references and confirmed the firm’s qualifications, quality of work, and satisfactory performance. Staff also verified that the contractor’s Department of Industrial Relations (DIR) registration is current, its California State License Board (CSLB) C-27 Landscaping Contractor license is active and in good standing, and that the contractor is not listed on the Division of Labor Standards Enforcement (DLSE) debarment list.
This agreement is classified as a public works maintenance contract and is subject to all applicable State prevailing wage requirements, including contractor registration with the Department of Industrial Relations, submission of certified payroll records, and compliance with the City’s Labor Compliance Manual, which was included in the contract specifications.
The initial contract term will be twelve (12) months, with the option to renew annually for up to four (4) additional one-year terms, subject to satisfactory contractor performance, the availability of funding, and mutual agreement between the City and the contractor.
Annual price adjustments at each renewal will be based on the Consumer Price Index (CPI), as provided in the contract documents.
If additional City-owned sports parks are added during the contract term, compensation for those services will be calculated using the contractor’s approved unit prices in accordance with the contract provisions.
Fiscal Impact including annual maintenance and operating costs: Funding for the annual contract for sports park mowing and aeration services is included within the Parks Division operating budget in the General Fund. The annual contract amount will not exceed $450,000. No budget amendment is required.

Alternatives: Reject all bids and direct staff to re-advertise the project through a new Request for Bids.
