Department Recommendation: Staff recommends that the City Council authorize the City Manager to purchase traffic signal poles, cabinet and controllers from JAM Services Inc. in the amount of $190,960 for the traffic signal project at the intersection of Ferguson Avenue and Mooney Boulevard.
Summary:
Based on past coordination with suppliers and procurement experience on comparable capital improvement traffic signal projects, the estimated lead time for fabrication and delivery of traffic signal poles is currently between 24 and 36 weeks from the date an order is placed. The project is currently in the purchasing department queue for advertising, with an estimated 3-4 months before the bid process is finalized. By authorizing procurement at this stage, staff anticipates that the signal poles can be delivered by approximately November 2026, allowing sufficient time for coordination with construction activities and maintaining the overall project delivery schedule.
Background Discussion:
The intersection of W. Ferguson Ave. and N. Mooney Blvd. has been evaluated as part of the city’s traffic signal prioritization procedures and meets the criteria for signalization. The intersection is to be controlled by fully actuated eight-phase operation (protected left-turns), with pedestrian crossings on each leg of the intersection, overhead safety lighting, a battery backup system, video vehicle detection, emergency vehicle preemption equipment, and other amenities to provide for a fully functioning traffic signal. The intersection improvements also consist of necessary restriping to conform to the traffic signal and the construction or replacement of non-compliant ADA pedestrian ramps with ADA and PROWAG compliant pedestrian ramps.
City Furnished Signal Poles
City staff is recommending purchasing the signal pole package ahead of the construction contracts being executed to get ahead of the 24-36-week lead time. Purchasing the signal poles, cabinet and controllers now can have them delivered by November 2026. If staff waits for the bid to be completed and the contractor contracts to be executed this could delay the pole delivery by 4 to 5 months pushing delivery to April 2027 or later.

JAM Services Inc. provided the lowest quote among all vendors for the signal poles, cabinet, and controllers. Arrow/SWARCO submitted the second-lowest quote, while AZCO Supply provided the third and highest quote received. Del Sol Resources, Ameron, and Associated Lighting Representatives (ALR) did not respond to the City’s request for a quote.
Fiscal Impact: The traffic signal project at the intersection of Ferguson Avenue and Mooney Boulevard is a multi-funded project with funds budgeted from the Measure R Local Fund (131) and Transportation LTF Funds (281). See the project funding breakdown below.

There are sufficient funds in the project budget to purchase the traffic signal poles, and associated cabinet and controllers. Staff will address the anticipated construction budget deficit at the time of award of the construction contract.
Ongoing Maintenance Costs
Ongoing maintenance costs are those typical costs associated with traffic signal maintenance and are budgeted through annual capital improvement projects within the Gas Tax Fund (111).

March 25, 2022
The City Council authorized the City Manager to execute a one-year contract with civil JLB Traffic Engineering Inc., RFQ 20-21-55 and place the firm on an on-call list to design traffic signals and intersection improvements in support of the City’s capital improvement projects.
