Department Recommendation:

Staff recommends that City Council authorize the recordation of the final parcel map for Tentative Parcel Map No. 2021-04.                                                                          

 

Background Discussion:

The final parcel map is dividing 152.83 gross acres (143.68 net acres) into two parcels in the Industrial zone. The parcel map is also dedicating portions of right-of-way for public streets including Plaza Drive, Kibler Avenue, Kelsey Street, and Riverway Avenue. Although street dedication is provided with the final parcel map, improvements to these major roadways will occur with the development of the site. Off-site improvement plans for the public right-of-way improvements are currently under review with the Community Development Department per permit number B212982. The 152.83-acre site is located on the southeast corner of North Plaza Drive and West Kibler Avenue (i.e., Ave. 320). The site had been actively cultivated and there are two existing single-family residential units that will be removed from the site. The residential units are located on the northeast corner of Parcel 2.

The owner of this site has also submitted building plans for the development of a 1,137,024 square foot industrial building on Parcel 2 of this final parcel map. The building plans are being reviewed by the Community Development Department under building permit number B212841. As noted above, with the development of Parcel 2, all street frontage improvements along the major roadways abutting the entire site are required. These street improvements include full widening along the east side of Plaza Drive between Riverway Avenue and Kibler Avenue (i.e., Ave 320), including the installation of raised median improvements along Plaza Drive. Both Kibler Avenue and Kelsey Street frontages that abut the Parcels 1 and 2 will also be improved. These improvements include curb, gutter, streetlights, and street striping. In addition, Riverway Avenue will also be improved along the northerly portion of the street, while the southern portion of Riverway Avenue will not be improved at this time. The developer, D & P Cornerstone Properties, LLC, a California Limited Liability Company, will enter into a separate maintenance agreement for the south half of the unimproved Riverway Avenue until the future development of Parcel 1. The street improvements associated with the development of the site will be installed when Building Permit No. B212982 is issued.

The City’s authorization to record the final map is a ministerial action. Specifically, the City Council’s action to the specific determination that the final map conforms substantially to the contents of the tentative map, and the Subdivision Map Act, provides in pertinent part that “if the Council determines that the map is in conformity with the requirements of this Chapter, the Council shall approve the map.” Disapproval based upon any other reasons would be outside the authority of the Council for this particular action.

 

Fiscal Impact:

The recording of this final parcel map will have no fiscal impact. There are no Landscape and Lighting assessment districts required for this final parcel map.
