Department Recommendation: Staff recommends that City Council authorize the City Manager to execute an agreement between the City of Visalia and Visalia Unified School District for the purpose of providing an after-school club for the students of Crowley Elementary School at the city operated Manuel F. Hernandez Community Center.
Summary:
City and Visalia Unified School District (VUSD) staff are seeking a one-year service agreement for an after-school club program for the students of Crowley Elementary school. Crowley students will have the opportunity to sign-up for the after school club program at the Manuel F. Hernandez Community Center through VUSD ELO-P services. VUSD will contract with City for 40 Crowley students to attend the City’s existing after-school program, for a total fee of $39,521.40 to paid to the City for the 2025-2026 school year.
The Recreation division will continue to provide regular after-school and intersession programming, open to all Visalia youth, enrolled in kindergarten through twelfth grades, at the Manuel F. Hernandez Community Center. All participants of The Manuel after-school program will have the same access and opportunities to participate in organized activities and club offerings. Crowley students will receive a snack at campus before walking to the Manuel F. Hernandez Community Center, escorted by Recreation staff.
Background Discussion:
In 2021 Visalia Unified School District (VUSD) became recipients of funds through the California Department of Education, Expanded Learning Opportunities Program (ELO-P), derived from State of California Assembly Bill (AB) 130 to provide programs for transitional-kindergarten through sixth grade students that include before school, after school, summer, or intersession programs that assist in developing academic, social, emotional, and physical needs and interests of students through hands-on engaging learning experiences. VUSD utilizes this funding to partner with community entities to provide programs to students.
The Recreation division has offered a City subsidized free to attend after-school and intersession program at the Manuel F. Hernandez Community Center dating back to the late 1980’s, the program is referred to as The Manuel. Due to the short distance between Crowley Elementary and the Manuel F. Hernandez Community Center, Recreation staff have provided a walking program for Crowley students from the school to The Manuel, with an average of 40 students in grades first through sixth participating.
Prior to 2017, The Manuel provided traditional after-school program enrichment; arts, crafts, sports; starting in 2017, with the funding of Measure N, staff were able to expand enrichment activities to include STEAM (Science, Technology, Engineering, Arts, Mathematics) based clubs. Throughout the school year STEAM based clubs such as; Art Explorers, Garden-Sprout Scouts, Yoga, Build-It Brigade, Bot Builders, 3D Creators and more are offered to the youth attending The Manuel. VUSD is interested in utilizing the City’s existing services at The Manuel, walking program and STEAM clubs, for the students of Crowley, as incorporated into the VUSD ELO-P program.
Fiscal Impact: Contract is not to exceed $39,521.40 and will be paid to the City by VUSD in monthly increments of $3,952.14, as invoiced.
