Department Recommendation:
Adopt the revised salary schedule for full-time employees, City Manager, and City Council members of the City of Visalia effective the pay period that includes July 1, 2025.
Background Discussion:
CalPERS requires salary schedules be duly approved and adopted by the employer’s governing body in accordance with requirements of applicable public meeting laws. The City Manager and City Council salaries must also be included in the publicly available salary schedule.
The attached revised salary schedule reflects the following changes:
Ø A 4% salary increase for all full-time employees and the City Manager effective the pay period including July 1, 2025 as authorized in previous Council action.
Ø Any City Manager approved classification changes made throughout the 2024/2025 fiscal year due to the addition or reclassification of positions.
City Council salaries and the formula for salary increases are set by Municipal Code and are only modified at the beginning of a new term of office. City Council salaries were last modified in November 2024 for those newly elected Council members.

There is no further fiscal impact associated with adopting this document.
