Department Recommendation:
Staff recommends that the City Council authorize the following:
1.) Adopt Resolution 2022-XX authorizing the City to submit the Small Community Drought Relief Grant application to the Department of Water Resources requesting grant funds in the amount of $827,580 and accept and appropriate grant funds, contingent upon award; and
2.) Enter into a grant agreement with the Department of Water Resources to accept the grant funds; and
3.) Enter into an agreement with Self Help to provide grant administrative services in the amount of $26,016 to be funded entirely through the grant.
Background Discussion:
Project Background:
The City of Visalia and Self Help Enterprises (SHE), a nonprofit organization, have been working together in assisting residents located along Linwood Street between Mineral King Avenue and Persian Ditch in the City of Visalia with establishing new potable water services due to these residents having lost their water supply as a result of their private wells going dry. A total of 11 properties along Linwood Street do not have a domestic water connection to Cal-Water service line and operate with their water supply sourced from private wells. Properties are currently on a temporary water supply, due to their private well sources going dry. (Refer to the attached project vicinity map for reference Exhibit A.) The properties along Linwood Street that are impacted by drought and in need of domestic water service are determined to be a state small community which is why they were still serviced by private wells and did not have available domestic water service by Cal-Water.
Governor Newsom proclaimed a state of emergency for drought in April of 2021, this proclamation lead to the establishment of the Small Community Drought Relief Program. The purpose of the Small Community Drought Relief Program is to provide immediate and near-term financial support to help communities through struggles and impacts of the current and future droughts. The Department of Water Resources (DWR) are the grantors of the grant funding from the Small Community Drought Relief Program.
The needs of this project qualify for grant funding from the Small Community Drought Relief Program. SHE and Cal-Water are not eligible recipients of the grant; the City is the only eligible recipient of the grant funds which explains the City’s involvement in the process. Staff recommends the City of Visalia apply for grant funding in order to fund this project and provide assistance to the residents along Linwood Street.
Project Description and Scope:
In order to establish domestic water service to the properties in need, domestic water service connections will need to be provided by Cal-Water. The nearest Cal-Water domestic mainline is in Linwood Street north of Persian Ditch. This line will need to be extended South along Linwood Street to provide water services to the 11 properties in need. The project scope of work will encompass the extension of a Cal-Water 8” mainline approximately 750’ south along Linwood Street from an existing main located in Mineral King Avenue, the installation of 12 new lateral water services, and 1 lateral service stub for future connection. The project will also include work on private property for each of the 11 properties consisting of the following: decommissioning of existing wells, re-routing and connecting existing private plumbing to the newly provided Cal-Water water service, installation of cross contamination prevention equipment, and the disconnection of 1 existing well that is to remain for irrigation use only.
Project Roles:
Upon grant award, the City of Visalia would be the grantee and the DWR would be the Grantor. The City of Visalia will oversee the entire project as the grantee and serve in a project management role ensuring all tasks are completed to acceptable standards and provide administration, construction management, environmental review, inspections, and oversight services for the project. SHE will serve in a role to provide grant administration and coordination services with SHE acting as an organizer and coordinating contact between parties. Cal-Water will serve in a role for design, construction procurement, project construction, and construction management services. This role is driven by Cal-Water owning and managing the water service network within the City of Visalia.
Staff will return to Council at a near future date to request authorization to enter into an agreement with Cal-Water. This agreement is currently being drafted and finalized.
Fiscal Impact:
If the grant is awarded, the project will receive funding from DWR from the Small Community Drought Relief Grant in the amount of $827,580. These funds were provided to DWR as a result of Governor Newsom’s proclamation of a State of Emergency for Drought in April of 2021. The grant program is authorized to fund interim or immediate relief including construction or installation of permanent connection to adjacent water systems, recycled water projects that provide immediate relief to potable water supplies, and other projects that support immediate drought response.
