1. Authorize the City Manager to award a contract with Cen-Cal Construction for RFB 23-24-09 for the Riggin Avenue Mooney Blvd to Conyer St (3010-72000/CP0398-999) in the amount of $6,480,000.00; and

Background Discussion:
The Riggin Avenue widening project, from Mooney to Conyer Street, will reconfigure Riggin Avenue to a 4-lane divided roadway. The project will also modify the intersection of Riggin Ave at Giddings St as a protected intersection, completing it to its ultimate configuration and incorporate a frontage road on the south side of Riggin Ave.
The purpose of the “Riggin Avenue Widening Project” is to increase vehicle capacity on Riggin Avenue by adding additional east/west lanes and to provide for an efficient flow of traffic in support of the increase in development within the surrounding area. In addition, the City Council identified this segment of Riggin Avenue from Mooney Boulevard to North Conyer Street as a priority transportation corridor as it was part of the “Ring-Road” concept previously identified in various City reports.
The Council, at their June 21st, 2021, meeting directed staff to award the design contract to 4Creeks Inc. and accepted and appropriated $2.4 million from the Federal High Improvement Program (HIP) funds for the construction of the “Riggin Avenue Widening Project” from North Mooney Boulevard to North Conyer Street.
Frontage Road Prior Approval
Council and the local community approved the construction of a local frontage road (Council meeting August 1st, 2022) along this stretch of Riggin Avenue to separate the Riggin Avenue fronting residents from direct access to Riggin Avenue, allowing for safer ingress and egress from their homes.
This frontage road improvement will add concrete corner island infrastructure, similar to what is used in a protected intersection configuration, on the southside of the intersection of Riggin Ave at Giddings St to funnel the local frontage road traffic away from the intersection. This configuration will be modified and mirrored on the northside of the intersection to create a fully protected intersection to improve safety for all modes of travel.
Protected Intersection Prior Approval
Council and the local community approved the construction of a Protected Intersection (Council meeting February 21st, 2023) at Riggin Ave and Giddings St to improve the safety of bicyclist and pedestrians traversing the intersection.
The Protected Intersection will add concrete corner island infrastructure, as well as conspicuous striping and signage at the intersection of Riggin Ave at Giddings St to define the multi modal nature of the intersection.
Bidding Process:
Staff advertised RFB 23-24-09 for the Riggin Ave Widening Mooney Blvd to Conyer St closed Wednesday, June 12th, 2024. The project was split with the “Base Bid” encompassing the plan delineated improvements and an “Additive Alternate” relating to sidewalk construction on the southside of Riggin Ave. This project received five (5) bids, below are the three (3) lowest responsive bidders:

City Staff proceeded to review all five (5) bids submitted and found the apparent 1st lowest bidder “Yarbs Grading and Paving Inc” submitted an incomplete bid. Yarbs Grading submitted a bid package missing three (3) bid items; without these the final construction bid tabulation was significantly lower than their proposed bid price. Yarbs formally withdrew their bid acknowledging their error.
Cen Cal Construction’s bid proposal was determined to be the lowest responsive bid after the review process; the references provided by Cen Cal Construction Inc. have been verified. The references provided included the City of Wasco, Kern County Public Works Dept, and City of Bakersfield. These refereces were called by City staff with favorable responses from all jurisdictions. As a result, Staff recommends that the construction contract be awarded to Cen Cal Construction Inc.

Measure R Regional Funds
Staff recommends transferring project cost savings realized from the completion of the Riggin from Akers to Demaree segment in the amount of $500,000 to the Riggin from Mooney to Conyer segment.
Due to the above-identified budget deficit, staff recommends an additional appropriation in the amount of $2,771,000 from Measure R Regional for the completion of this project.
Staff has coordinated with TCAG, previously making them aware of the expected deficit and need to increase the Measure R Regional contribution in order to complete the project. An amendment to the Measure R Supplemental Agreement is needed to increase the Measure R Regional funds allocated towards this project.
