Department Recommendation:  Staff recommends that the City Council authorize city staff to file a partial notice of completion for the Riggin Avenue widening project from Kelsey Street to Shirk Street.

 

Summary:

The Riggin Avenue widening project spanned from Kelsey St to Shirk St and consisted of widening the existing 2-lane street to a divided 4-lane street. Agee Construction Inc. was awarded the construction contract for the project with an initial amount of $8,098,281.00. The final construction cost was $9,082,769.10, an increase of $984,488.10. This project is complete except for the final installation of streetlights. During construction, it was found that the standard street light poles would conflict with several of the large Southern California Edison power poles and needed to be reordered. The street light poles have been ordered but are a long lead time. Once delivered, the contractor will complete the installation and City staff will be coming back to Council for the final NOC of the project and release the remaining retention.

 

This partial NOC will be releasing the majority of the project’s 5% retention that is held, at the amount of $397,437.48. The remaining retention to be released will be a combination of the cost of procuring the poles at $45,300.98, which was done through a change order, and another $11,400 which is the 5% retention held from the streetlight single mast arm bid item, which covers the cost of installation. A total of $56,700.98 will be held from this retention release.

 

Background Discussion:

The Riggin Avenue widening project spanned from Kelsey Street to Shirk Street and consisted of widening the existing two-lane roadway into a divided four-lane roadway. Improvements included construction of center medians, landscaping, street lighting, interconnect conduit, storm drainage, turn pockets, Class IV bike lanes, Cal Water main installation, and signalization of the Riggin Avenue and Shirk Street intersection.

 

Industrial and residential development in the surrounding areas has increased significantly over the past ten years, resulting in greater traffic congestion in this area of the city. The widening of this segment of Riggin Avenue between Kelsey Street and Shirk Street has helped alleviate this congestion. Additionally, the traffic signal at the intersection of Riggin Ave and Shirk Street has helped with access to SR 198 and SR 99 interchanges along those respective roadways.

 

The project required the contractor to maintain a single lane of travel in both the east and westbound direction along Riggin Avenue throughout construction. A construction management firm was hired by the City to manage public outreach and to work with the contractor to minimize traffic impacts during construction and ensure the safety of the motoring public. 

 

The construction contract was awarded in April 2025, and construction started in September 2025. The project experienced several delays due to seasonal rain events, Southern California Edison relocations, and the arrival of long lead time items. The original completion date was estimated for mid-March 2026. However, due to these impacts, the roadway itself opened in May 2026, with light poles for the north side of Riggin expecting to arrive and be installed in October of 2026. This partial notice of completion is being recorded to allow for partial release of retention and the start of the warranty period of the areas that are finished.

 

 

Fiscal Impact:   The Riggin Avenue widening project is a multi-funded project with funds budgeted from Transportation Impact Fee (241), Measure R Regional Fund (133), and an Economic Development Administration Grant.
