Department Recommendation:

Authorize the City Manager to amend the current five (5) year service contract with Axon Enterprise Inc., located in Scottsdale Arizona, for an amount not to exceed$410,010 which includes advancing the purchase of 23 software licenses, initially intended for deployment in FY 25/26 and FY 26/27, for Automatic License Plate Readers (ALPR) and to appropriate a total of $31,097 for FY 24/25 and FY 25/26. 

 

Summary:

On December 19, 2022, City Council approved a contract with Axon Enterprise Inc. to provide ALPR licenses and services which are integrated into the Department’s Fleet 3 MAVS (In-car Mobile Audio Video Systems). The initial plan for deployment of these systems was a phased in approach over the period of five years. However, due to vehicle replacement demands, the Council advanced the purchase of 23 patrol cars, which have arrived and are currently being deployed. Additionally, Council has recently approved an amendment to the City’s contract with Axon Inc to advance the acquisition of the Fleet 3 MAVS. These systems are currently being scheduled for shipment and installation.

 

The ALPR licenses are funded through the General Fund which is reimbursed by Anti-Auto Theft Fund (AB 286 Funds). The contract is currently entering into year three and the proposed amendment would allow staff to purchase the remaining 23 licenses that were proposed for years four and five (11 in year four and 12 in year five). 

 

Background Discussion:

In March of 2022, City Council approved the acquisition of 133 Fleet 3 MAVS, through Axon Enterprise Inc., to replace the aging in-car camera systems for marked and unmarked patrol vehicles. In order to avoid unnecessary reinstallation cost, staff deployed the 133 MAVS in a phased approach; 88 in year on, 11 each in years two through four, and 12 in year five. This phased approach was based on the anticipated vehicle replacement rate for patrol vehicles. This phased in approach was amended, upon gaining approval from City Council, to add the 23 remaining units for years four and five (23 total MAVS), due to the acquisition of 34 new patrol vehicles. Staff are currently working with Axon Enterprise Inc. to arrange delivery and installation of these remaining MAVS.

 

Upon deploying the MAVS, the department was provided with an evaluation period to test the ALPR features associated with Fleet 3. During the testing phase, significant improvements in stolen vehicle recoveries were realized, and ALPR was responsible for over 58% of stolen vehicle locates. Additionally, ALPR has provided a significant investigative tool for other violent crimes and property crimes. Based on the results of this study, City Council approved the acquisition ALPR with the same phased approach that we intended for the MAVS deployment schedule. As was the case with deployment of the Fleet 3 MAVS, due to advancing the acquisition time frame for 23 systems, the Department will also need to acquire the licenses for ALPR for the new vehicles entering the fleet. The acquisition of these ALPR licenses will complete the deployment for the department’s existing fleet.

 

Fiscal Impact:

Appropriate a total of $31,097 ($19,118 - FY24/25 & $11,979 - FY25/26) in the General Fund. AB286 Funds (Anti Auto Theft Funds) will reimburse the General Fund. Auto Theft Funds are disbursed by the Tulare County’s District Attorney Office and is identified in the General Fund under 2104/T21001. Funds can only be used for personnel and equipment for the prevention of auto thefts and are paid to the County by the State of California. The State of California passes on certain DMV fees to Tulare County for auto theft prevention. The remaining $4,899 (FY 26/27) will be included in the next two-year budget cycle.
