Department Recommendation:
Staff recommends that Council approve the purchase of a Solid Waste Residential Delivery Truck and appropriate the amount of $49,153.64 from the Solid Waste Enterprise Fund.
Background Discussion:
The City of Visalia Solid Waste Residential Division provides weekly solid waste service for residents within the City limits. This includes servicing approximately 127,000 residential cans. Apart from the solid waste trucks that service the cans on a day-to-day basis, maintenance staff take care of the daily deliveries, removals and repairs necessary to maintain the equipment in the field and in the corporation yard. This activity requires a delivery and maintenance truck that can tow a trailer that is able to carry equipment from site to site.
Recently, this F-350 1-ton truck (#253905) has been deemed inoperable by our Fleet staff, stating that the repairs would exceed the amount of $26,000 in engine repair costs. Fleet has recommended the replacement of the truck instead of repairing it, due to the age (2009) and condition of the truck in comparison to the cost of repair.
Staff also recommends that the type of truck purchased be a minimum of a ¾ ton pickup to be able to do the duties required. The only local dealer that has a minimum ¾ ton work truck with a single cab, base trim level for purchase is Visalia Ford. All other dealerships only had larger or more equipped trucks that were more expensive when compared to the work capacity that this truck is needed in.
Fiscal Impact:
After searching for 2-wheel drive, single cab work trucks at all local Tulare County dealerships including Ford, Chevrolet, and Dodge, Public Works staff acquired 1 quote from a Sourcewell Cooperative website (National Auto Fleet Group) and a matching quote from Visalia Ford for an identical truck. The truck at Visalia Ford is already on the lot and ready for purchase. The quotes obtained, including taxes and fees, were as follows:
Visalia Ford - $49,153.64
National Auto Fleet Group - $49,120.65
Keeping in mind the local preference, staff recommends that Council approve the purchase from the local dealer instead of purchasing from the cooperative. This would save on delivery and build times as the truck from the National Fleet Cooperative would be ordered from the factory. The truck, as equipped, will be able to be put into service immediately as no other components are required.
If any proceeds are received for the disposition of the current delivery truck that will not be repaired, the funds will be returned to the Solid Waste Enterprise Fund.

Alternatives: To not approve the purchase of a Solid Waste Residential Delivery Truck for the amount of $49,153.64 and repair the existing truck. This is not recommended as the cost of repair is more than half the cost of a replacement truck and the current truck is 15 years old.
