Department Recommendation:
Staff recommends the City Council approve an appropriation of $42,000.00 from the General Fund and authorize the City Manager to award a construction contract for the removal of an existing wooden retaining wall and installation of a new block retaining wall at Blain Park to Anchor 41 Construction of Hanford, CA, in the amount of and not to exceed $141,299.00, per specifications of RFB 23-24-11.
Background Discussion:
At the June 30, 2022, City of Visalia Council Meeting, City Council approved the appropriation of $100,000.00 to the City’s Capital Improvement Project Budget for the repair of the Blain Park retaining wall (CP0503). The project will remove and dispose of the old wooden retaining wall around the Blain Park restroom building which has become hazardous and unstable. The project will then install a new 172 linear foot block wall in place of the current wooden poles to match the existing wall around the nearby playground. The retaining wall keeps the bank of soil from eroding down into the sidewalk around the entrance of the restroom facility.
The Blain Park Retaining Wall Project has gone through the formal bid process three times in the past, the first in April 2016, the second in May 2016, the third in February 2017, and was included as add alternate bid item with other park projects. Bids were received during the first and third formal bid process with all bids received being over budget. Staff did not receive bids during the second formal bid process, or with the project as an add alternate in conjunction with other park project bids. During the most recent fourth formal bid process staff received bids back from two contractors, with one of these bids being submitted incomplete. The second bid received was complete and is, unfortunately, over the budgeted amount within the project budget. Because of the issues receiving bids for the project, the current hazard of the wood retaining wall, and ever-increasing labor and material costs, staff is requesting Council approve the appropriation of an additional $42,000.00 from the General Fund into CP0503 to complete the project.
Summary:
RFB #23-24-11 was advertised on May 23, 2024, and May 28, 2024, for the removal of the existing wooden retaining wall and installation of a new block retaining wall. Two mandatory pre-bid meetings were conducted on June 5, 2024, and June 6, 2024, where staff answered questions and toured the project site with several contractors.
On Thursday, June 27, 2024, the City received bids from two (2) contractors in the Bid Summary below. Anchor 41 Construction of Hanford, CA was the qualified low bidder for RFB 23-24-11 Blain Park Retaining Wall Replacement Project.
• Anchor 41, Hanford, CA $141,299.00
• Callison Elite Construction, Porterville, CA incomplete bid packet
This is considered a Public Works contract and therefore, is subject to State of California prevailing wages, registration with the Department of Industrial Relations and submission on certified payroll to the Labor Commissioner as well as other requirements outlined in the City’s Labor Compliance Manual which was a part of the specifications.
Fiscal Impact:
On June 30, 2022, the council approved the allocation of $100,000.00 to CIP CP0503 for the removal of the existing wooden retaining wall and installation of a new block retaining wall at Blain Park. The total cost of the well project staff received is $141,299.00 and over the budgeted amount. Staff are requesting an additional appropriation of $42,000.00 from Fund 001 General Fund.
