Department Recommendation:
Staff recommends that the City Council authorize the following :
1. Amendment #2 for $267,520.19 for the Goshen-Visalia Corridor Project Phase 1 - Giddings St to Mooney Blvd to 4Creeks and;
2. Amendment #3 for $1,303,444.00 for Goshen-Visalia Corridor Connection Mooney Blvd to Camp Dr and Improvements in the Goshen Community to 4Creeks.
3. The additional appropriation of $750,000 from the Measure R Trailways Fund (132).
4. The amendment to the Measure R Supplement Agreement.
Summary:
City staff submitted the Goshen-Visalia Corridor Project (GVC) in Cycle 6 of the Active transportation program (June 2022) and it was unsuccessful in the statewide component but was funded as a Phase 1 Giddings St to Mooney Blvd through the MPO component in December 2022. The City was awarded $3,000,000 to construct phase 1 of the GVC project. This corresponds to amendment #2 for an increase of $267,520.19 to the design efforts for this segment in order to meet railroad requirements, traffic signal updates, design additions and to update the consultant fee. This project is anticipated to go to construction in Spring 2027.
City staff submitted the Goshen-Visalia Corridor Connection (GVCC) grant application In partnership with Tulare County during the Cycle 7 Active Transportation Program in June 2024. It was a higher scoring application and the City was awarded the requested $34,608,000 to construct the GVCC project. This corresponds to amendment #3 for an increase to the existing design contract with 4Creeks by $1,303,444 to cover scope expansion for the City project and to incorporate the design cost for the improvements in the Goshen Community. This project is anticipated to go to construction in Summer 2029.
A Memorandum of Understanding (MOU) will be executed with the County of Tulare as part of the GVCC project (Staff report 25-0433). The MOU outlines City and County responsibilities in project development and delivery to construction. Each jurisdiction will be financially responsible for their respective portion of the project. The MOU speaks to clear delineation between the County and City portions of the work. The consultant shall perform no work on the County portions of the project until an MOU has been executed.
Background Discussion:
Goshen Visalia Corridor (GVC) Project-Phase 1
The Goshen Visalia Corridor (GVC) Project was submitted to the State Active Transportation Program in Cycle 6 (June 2022) as a safe route to school, bike and pedestrian improvement, and multi-modal connectivity project. The original Goshen Corridor project scope extended from Giddings St to Camp Dr, comprising a 6-mile trail reconstruction project that would serve as a robust east to west multi modal connector route between the City of Visalia and the Community of Goshen. This application was not successful at the state level so it was resubmitted at the local TCAG level.
For the re-submittal at the TCAG/ MPO level, the City of Visalia proposed a phase 1 segment of the overall corridor; beginning at the far east end of the trail starting at Giddings St and terminating at Mooney Blvd. This first 0.5-mile phase of the Goshen Visalia Corridor project will focus on improvements within a disadvantaged community segment of North Visalia. This first phase will establish a safe, direct, and multi modal path for the northerly Visalia community to access the City’s downtown area, its park and recreation facilities, as well as ensuring a safe route to school for the adjacent Green Acres Middle School and Creekside Community Day School along Mooney Blvd.
The original design budget for phase 1 of the GVC project was estimated at $280,000 based on the mileage of this segment of trail. This was an underestimate due to the number of intersections that require modifications and railroad coordination efforts. See below amendment #2 breakdown:

Goshen-Visalia Connection Corridor (GVCC) Project
The Goshen-Visalia Connection Corridor (GVCC) project was submitted to the Active Transportation Program in Cycle 7 (June 2024). As part of this project the City partnered with the County of Tulare to include improvements within the Goshen Community as part of the proposed project to provide the residents of the Goshen Community safe access to the Goshen corridor. The estimated project cost of $43 million includes the cost of improvements within the Goshen Community.
This additional project scope was added as an explicit effort to make the Goshen Trail Reconstruction project more competitive for grant funding. This incorporation added a large, disadvantaged community to benefit from the project outcomes as well as added constituents beyond the City residents. This project expansion proved to make this application exceptional as it was ultimately awarded funding during the most competitive cycle of ATP funding to date (Cycle 7).
The project will reconstruct the existing Class 1 multi-use trail from Mooney Blvd. to Miller Park Ct. and extend the trail from Miller Park Ct. to Camp Drive. The existing trail from Giddings to Akers was constructed in 1996 and the segment from Akers St. to Miller Park Ct. in 1998. The existing 8’ wide deteriorated asphalt trail will be reconstructed and elevated from street grade to prevent future flooding and for additional safety. This project will include improvements to the intersections and railroad crossings, installation of curb and gutter where none exists, and additional landscaping and lighting to further improve the safety for users of this trail.
The improvements in the Goshen community will incorporate two-way cycle tracks connecting the community to the Goshen trail, community destinations and a local elementary school. Intersection median circle construction will be incorporated at major intersections and bulb out pedestrian ramps for traffic calming within the community.

Fiscal Impact:
Design for the GVC Phase 1 Project and design for the City’s portion of the
Goshen-Visalia Connection Corridor (GVCC) Project is funded by the Measure R Trailways Fund. The Measure R Trailways Fund (132) will fund Amendment #2 in the total amount of $267,520.19 and Amendment #3, item no. 1 in the amount of $359,419. Amendment #3, item no. 2 in the amount of $944,025.00, will be reimbursed by the County of Tulare.

Staff recommends the additional appropriation of $750,000 from the Measure R Trailways Fund to fund the design amendments and additional associated staff time costs for the City portion of work. An amendment to the Measure R Supplemental Agreement is needed to increase the amount of Measure R Trailways fund authorized to be utilized towards this project.
Design for the County’s portion of the Goshen-Visalia Connection Corridor (GVCC) Project will be reimbursed by the County of Tulare. The County will reimburse the city for Amendment #3, item no. 2 in the amount of $944,025.
