Department Recommendation: Authorize the City Manager to issue a purchase order through the on-call materials testing contract to BSK Associates in the amount of $437,933.60 for the Civic Center Phase 2 project.

Summary: The City of Visalia solicited proposals from the five (5) materials testing and inspection labs on the City’s current on-call materials testing lab list to provide testing services for the Civic Center Phase 2 project. Of the five firms solicited we received proposals from four. The award of the contract is based on a qualifications-based evaluation, and BSK was determined to be the most qualified. Proposals were provided by the following four firms as follows.

BSK Associates, Fresno, CA

Krazan & Associates, Clovis, CA

Moore Twining Associates, Fresno, CA

Kleinfelder, Fresno, CA

Background Discussion:

The Civic Center Phase 2 project is set to start construction in July 2025. The project involves the construction of three buildings, parking areas and associated site work. A qualified materials testing firm is required to perform construction inspections, materials sampling and testing services throughout the duration of the project, which is estimated to last 2 years. The City of Visalia has previously developed a list of prequalified materials testing and inspection labs, of which BSK is one.

Fiscal Impact:

The Civic Center Phase 2 capital project currently has budgeted $99,341,300 from the Civic Center Reserve Fund.  These funds were obligated for the land purchase from the Successor Agency (RDA), architect and engineering services (Darden Contract), construction management (Griffin Contract), surveying services (Bedrock Contract), permits, and staff project management.   All costs, including the construction contract for the Civic Center Phase 2 project, are estimated to be $99.3 million as shown in the table below. Several of the costs are estimates.  The utilities (SCE, Gas Co and Cal Water) are estimated from the project plans and specifications submitted to the utilities, but staff has not yet received the final installation costs for these items. The estimates for Furniture, Fixtures and Equipment, and Audio/Visual Equipment and Technology are estimated based on the anticipated needs of the project and from meetings with project stakeholders which include Police, Fire, Technology, and Finance Departments. Separate subgroups from the various departments will be consulted during the selection and procurement phases for these items and staff will return with an update of the actual costs during the construction phase of the project.
