Department Recommendation:

Staff recommends that City Council authorize the City Manager to award the construction contract to JT2 Inc. DBA Todd Companies of Visalia, CA for ADA pathway improvements from Main Street to the Transit Center in the amount of $334,250

Summary:

The project goal is to provide ADA (Americans with Disabilities Act) compliant pedestrian improvements to improve accessibility and mobility of elderly and disabled persons from the Transit Center to Main Street on Bridge Street and Santa Fe Street. Under this project, improvements shall be made to the existing intersection ramps, sidewalk, curb, tree wells, driveway approaches, and alley approaches to comply with the ADA standards.

 

Background Discussion:

In April of 2022, the City adopted the Annual Action Plan for the federal Community Development Block Grant (CDBG) administered by U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan identified several projects and programs that were to receive an allocation from the CDBG grant. The ADA improvement project from Main street to Transit Center is one of the approved public facility improvement projects that was included per the request of the Disability Advocacy Committee (now the Citizen’s Advisory Committee). CDBG funds were allocated to the project to improve ADA standards in the downtown area for the pathway connecting Main Street to the Transit Center.

 

The ADA improvements will be implemented along the pathway on Bridge Street and Santa Fe Street that connects Main Street to Transit Center. Staff has identified sections on this pathway that have uneven slopes, cracks, lifting, missing brick tiles, damaged tree well tiles, and narrow cross sections. All of these deficiencies lead to a non-compliant surface for disabled citizens. This project aims to correct the deficiencies through repairs and replacement of the existing intersection ramps, sidewalk, curb, tree wells, driveway approaches and alley approaches. The attached project map shows all sections of the pathway that will undergo improvements. Existing brick ramps at the intersection of Main Street and Bridge Street and at the intersection of Main Street and Santa Fe Street will be replaced with new concrete ramps. Sidewalk sections highlighted in the project map will also be replaced with new concrete. New tree well grates will be installed around existing trees and a few landscaping areas will be removed or modified to accommodate the improvements. Engineering staff coordinated the project design with Parks and Urban Forestry Division to ensure consistency with their standards for landscaping and tree well grates. All new improvements will comply with ADA standards to ensure the safety and convenience for the disabled pedestrians.

 

Staff is cognizant of the impacts to the downtown and will coordinate this project with the immediate impacted properties and the surrounding downtown community. Coordination will include timely notifications, project updates, and other items deemed necessary to minimize disruptions and for continued access to business entrances.

 

Construction Timeline

Upon approval from City Council, staff will quickly issue the contractor a Notice to Proceed (NTP) due to lead time to procure tree wells and the pending funding deadline. The Contractor will begin work within ten working days of receiving the NTP. Contractor is allowed 30 working days to complete the project.

 

Bidding Process:

Staff advertised RFB 23-24-06 for the ADA pathway improvements from October 5, 2023 to November 2, 2023.  One company responded with the following bid:

City staff reviewed the submitted bid and verified that the bidder provided the required information.  JT2 Inc. DBA Todd Companies’ bid proposal was the only responsive bid. The bid amount was comparable to Engineer’s estimate of construction costs and therefore reasonable. As part of the review process, the references provided by the bidder have been verified.  The response from each reference was favorable and demonstrated that JT2 Inc. DBA Todd Companies can perform the work for this project. 

 

Fiscal Impact:

The ADA Pathway Improvements Project from Main Street to the Transit Center is funded by Community Development Block Grant (CDBG). The budget summary is shown below:

An estimated total of $493,250 is needed to complete the construction phase of the project. The current CDBG allocation is sufficient to cover the project cost, therefore no additional appropriation is needed at this time.  Any remaining funds, upon completion of the construction, will be returned to the appropriate fund from which they were allocated.

 

Alternatives: Not award the construction contract and re-advertise the project.

 

Prior Council Action:

April 18, 2022

City Council adopted the 2022 Annual Action Plan for the Community Development Block Grant, which included $342,940 in appropriation for design and construction of ADA improvements for the pathway from Main Street to Transit Center.

 

April 17, 2023

City Council adopted the Program Year 2022 CDBG Annual Action Plan Amendment appropriating an additional $157,000 for a total of $499,940 in CDBG for the ADA Transit Pathway Project CP0420.
