Department Recommendation:
Staff is recommending that City Council authorize the City Manager to enter into a contract for the steam cleaning of Transit’s bus shelters/stops between the City of Visalia and William B. Oliver d.b.a. Kaweah Maintenance of Lemon Cove, CA in the amount $72,566.
Background Discussion:
Staff conducted a Request for Bid (RFB) (RFB 22-23-23) to solicit bids from interested parties to perform the cleaning of bus shelter/stops owned and serviced by Transit. Under this contract, stops with higher utilized shelters will be steam cleaned weekly and lesser utilized shelters bi-weekly. All stops with trash cans are to be emptied and trash removed from the surrounding area weekly for high use stops and bi-weekly for lesser utilized stops. This contract does not cover those stops that do not have shelters and trashcans except on an as need bases. The contract is responsible of removing all graffiti and report any damage to bus stop amenities to the project manager for each stop services. Currently Transit has a total of 510 bus stop locations owned and serviced by Transit, 495 within Visalia city limits and 15 in Goshen, Farmersville, and Exeter. Out of those 510 bus stop locations, 133 of those locations have a shelter, 47 have trashcans, and the remaining 330 stop locations have no amenities. Below is a breakdown of quantities, locations, and frequency of cleaning.

The City received following four (4) bids:
- Sequoia Painting LLC $517,920.00
- Fleet Wash, Inc. $136,561.30
- Joe Grijalva Landscaping $ 83,863.00
- William B. Oliver d.b.a. Kaweah Maintenance $ 72,566.00
After reviewing all four bids, staff recommends the selection of Kaweah Maintenance of Lemon Cove, CA for the steam cleaning of Transits’ bus shelters/stops in the amount of $72,566 per year. Kaweah Maintenance was the lowest responsive/responsible bidder. Staff also conducted a reference check, with no negative responses.
The term of this agreement is one (1) year following a Notice to Proceed. The City and the vendor may extend this agreement for a period of four (4) consecutive terms of one (1) year each by mutual agreement. Pricing may be adjusted based the U.S. Department of Labor Consumer Price Index (CPI) for all Urban Consumers (CPI-U All Cities Average), not to exceed 5%, upon the contractors request at the annual anniversary date.
The current vendor who holds this contract, and has for the past five years, is Joe Grijalva Landscaping. Grijalva did submit a bid to renew his contract however the lower bidder is Kaweah Maintenance.
Fiscal Impact:
The funding for this contracted service is an ongoing operations cost for Transit budgeted under 4551-54200. Typically this line item is budgeted at $74,000.00 per year and adjusted by this contract. Year to date, $63,433.88 remains this fiscal year so there is sufficient funds available to pay these costs through this fiscal year.

October 3, 2016 - City Council approved the contract with Joe Grijalva Landscaping of Tulare, CA.
