Department Recommendation: Authorize payment of $304,499 to California Water Service for installation of new water services, main connections and fire hydrants and authorize the City Manager to approve any future Civic Center water service agreements as required and provided by California Water Service.
Summary:
Extension of California Water Service (Cal Water) water lines is required to provide service to Phase 2 of the Civic Center Project. The City has opted to perform a large portion of the work utilizing the project general contractor, Seals Construction. However, Cal Water still requires a portion of the work to be performed by them (see Cal Water Request for Payment, attached). The scope of work to be performed by Cal Water includes all connections to their existing water mains, all new irrigation and domestic service piping on Burke from the existing water main to the property line, connection to existing water main in School St, connection of new main in Goshen Ave. to the existing main, and all new fire hydrants on Burke Street. The scope of work to be completed by Seals construction consists of installing the new water main in Goshen Avenue, the new water main to be installed within the site that interconnects the main in Burke and the new main in Goshen, all new service piping in Goshen, and all new fire hydrants on Goshen Avenue.
Background Discussion:
Construction for Phase 2 of the Civic Center project is set to begin in July 2025. Utility services, including water lines and fire hydrants must be extended to serve the project. Cal Water has provided the City with two options for installation of the water infrastructure required to serve the Civic Center. Option 1 includes Cal Water performing all of the required work at a cost of $831,915.80. Option 2 would allow Seals Construction to perform a portion of the work, and Cal water to perform the remaining work. The cost of Option 2 is $309,499. Seals construction currently has included $120,000 in their budget for performing work required by Cal Water. This effectively means the cost of the City electing to utilize Seals to perform a portion of the work is $309,499.00 + $120,000.00 = $429,499.00. This cost is compared to $831,915.80 represents a potential savings to the project of $402,416.80. Staff will return with a budget update later in the project as more of the utility work is completed and the actual costs are known.
Fiscal Impact: See table below for summary of current Civic Center Phase 2 budget. Council authorized the City Manager to award a construction contract to Seals Construction and approved an additional budget allocation of $87.8 M at the May, 5 2025 Council Meeting. There was $2.25 million budgeted for various utility company work and fees in the original project estimate.
