Department Recommendation:
Staff recommends that the City Council authorize the appropriation of $20,000.00 from the Golf Fund to pay for the repair of the fire service line at the Valley Oaks Golf Course. This line provides water for the hydrants within the site to allow fire suppression in the event of a fire.
Background Discussion:
Within Plaza Drive, Cal Water has a water main that provides potable water to the Valley Oaks Golf Course (VOGC). In addition to the potable water service, a separate dedicated fire line is provided that connects to the fire hydrants within VOGC for fire suppression in the event of a fire. This dedicated line has a leak within the public Right of Way near the back flow preventor just outside the fence at the VOGC. Typically laterals from the main to the back flow preventor belongs to Cal Water, however this line belongs to the City. Currently the water service is turned off by Cal Water at the valve within the street leaving the hydrant inoperable.
Staff has coordinated with a previously procured contractor to provide an estimate to fix and scheduling has been authorized to restore water service. Simultaneously, Staff is presenting this appropriation in order to pay for the services once complete. The initial estimate (prior to start of construction) is quoted at $15,640.00. Staff is seeking authorization for appropriating up to $20,000 to allow contingency.
Fiscal Impact:
No funds are identified within any CIP or operational budget to perform this repair. As justified within this report, the Golf Fund is being requested to supply the necessary funds to make the needed repair. The Golf Fund receives revenues from the Valley Oaks Golf lease with Course Co and has cash balance to cover this appropriation.
