Staff recommends that the City Council:
1. Authorize the City Manager to enter a purchase agreement with Little Tikes Commercial - PlayPower Inc. for inclusive playground equipment, in the amount of $923,438.11; through a Sourcewell contract (RFP# 010521).
Background Discussion:
In early 2021, the California Natural Resources Agency released the final guide and application for the Proposition 68 Statewide Park Development and Community Revitalization Grant Program. The purpose of this grant is to create new parks and recreation opportunities in underserved communities across California.
The City submitted the Proposition 68 grant proposal for an new inclusive park project planned to be located on Oak Street between Burke Street and the Imagine U children’s museum facility. In Spring of 2022 the City of Visalia was selected as a grant awardee and awarded $7,829,352 for the new Inclusive Park project.
In the Fall of 2022, city staff proceeded through the consultant procurement process and awarded professional consulting services to Odell Engineering. Beginning in 2023, City staff began preliminary engineering and coordination efforts with the consultant. Through the grant application process, outreach efforts were performed; however, given covid impacts at the time, city staff felt there were obstacles that may have impacted outreach efforts. City staff determined there was a high importance to re-connect with the community on the project and conducted additional public outreach while preliminary engineering efforts were under way.
In Spring of 2024, City Council authorized staff to move forward with the updated concept layout into design and construction drawings. Staff has been working through the design phase with the consultant to produce construction drawings and specifications for bid and currently working toward 90% submittal drawings and specifications. Through the design phase, city staff and the design consultant have coordinated with equipment manufacturer Little Tikes to procure a portion of the playground equipment for the project in advance in order to secure 2024 pricing combating future inflation. The advanced procurement of playground equipment would also expedite the ordering, preparation, and manufacturing of material by approximately 3 months which would normally add into the submittals and construction phase of the project. The purpose for selecting to Little Tikes Commercial - PlayPower Inc. as materials provider through a Sourcewell contract is associated with the provider being a reputable manufacturer of playground equipment and inclusive playground equipment as well as they are the only manufacturer with a Sourcewell contract for inclusive playground equipment in addition to traditional playground equipment. Little Tikes Commercial is a subsidiary of Play Power Inc. The playground equipment will be manufactured by Little Tikes Commercial.
Fiscal Impact:
As a method to combat inflation of construction costs, city staff has explored procuring playground equipment for the Bridging Horizons Inclusive Park Project in advance to bidding and construction. The procurement of this playground equipment would be through a Sourcewell contract (RFP# 010521) with Little Tikes Commercial - Play Power Inc. in the amount of $923,438.11. The Sourcewell contract solicitation RFP# 010521 was publicly advertised from November 2020 to January 2021. The contract was executed in February 2021 and was extended to be valid through February 2026. The purchase agreement amount of $923,438.11 for inclusive playground equipment is associated with the construction of the project and has been accounted for within the construction costs of the project budget.
