Department Recommendation:
Staff recommends that the City Council adopt Resolution 2026-45, designating portions of City owned property located west of the intersection of Demaree Street and Pratt Avenue into the public right of way system.

 

Summary:

The developer of the Belissa Phase 1 subdivision, TH Crandell Visalia LLC, has coordinated with Southern California Edison (SCE) to provide essential utility infrastructure near and around the developer’s residential subdivision. SCE’s approved plans provide power to the new residential development but require additional City property to be dedicated for public right of way to ensure SCE facilities can be installed properly. The City owned property being converted into public right of way are currently landscape outlots adjacent to various streets and were previously dedicated with the Amended Belissa Phase 1 subdivision (recorded in 2026) and the Wild Horse Ranch No. 2 subdivision (recorded in 2005) maps.

 

This dedication of six areas of City owned property is being requested in lieu of providing specific SCE easements that they have requested. The dedication of public right of way for the areas described in Attachment A & B provides SCE with full rights as conveyed in existing franchise agreements.

 

Background Discussion:

On May 28, 2026, the Amended Belissa Subdivision Phase 1 subdivision map was recorded, subdivided approximately 42.84 acres into 147 single family residential lots, including associated public improvements, open space areas, and required dedications.  The development project has now progressed and is preparing to install final electrical facilities for the residential development. The utilities being installed surrounding the project will provide future services to the new neighborhood.

 

 

Fiscal Impact including annual maintenance and operating costs:
The approval of this agenda item has no fiscal impact, the outlot areas being converted to right of way are already maintained through a landscape and lighting assessment district.

 

Prior Council Action:
April 20, 2026 - Council approved the Amended Belissa Subdivision Phase 1 final map for recording.

December 2, 2026 - Council approved the Belissa Subdivision Phase 1 final map for recording.

 

Alternatives: Reject the conversion of City owned property into public right of way and consider SCE easements to be placed on City owned property. Easements are not recommended.

 

Recommended Motion (and Alternative Motions if expected):

I move to adopt Resolution 2026-45, designating City owned property located west of the intersection of Demaree Street and Pratt Avenue into the public right of way system.
