Department Recommendation:

Staff recommends that the City Council authorize the recordation of the final parcel map for Tentative Parcel Map No. 2025-15 within the Carleton Acres Specific Plan area.

 

Summary:

Tentative Parcel Map No. 2025-15 subdivides approximately 73 acres of the existing 421-acre remainder parcel of Parcel Map 5438 into four parcels, leaving a designated remainder of approximately 348 acres. The final parcel map facilitates development phasing within the Carleton Acres Specific Plan and no improvements are associated with this parcel map.

 

Background Discussion:

Tentative Parcel Map No. 2025-15 coincides with the development phasing depicted in the Carleton Acres Phase 1 Tentative Subdivision Map No. 5590. The final parcel map includes an additional parcel from the configuration considered by the Planning Commission on November 24, 2025, resulting in four parcels plus a designated remainder. Parcels 1, 2, and 3 correspond to Phases 1C, 1D, and 1E, respectively. Parcel 4 is located within the multi-family residential area. The designated remainder includes Phase 1B and the Tier III portion of Carleton Acres.

The construction and extension of streets and utilities are not required with Tentative Parcel Map No. 2025-15, the parcel map provides flexibility on how the site will be developed over the course of construction, subject to complying with the conditions adopted for the Carleton Acres Phase 1 Tentative Subdivision Map No. 5590.

 

Fiscal impact including annual maintenance and operating costs:

Assessment districts for landscaping, lighting and street maintenance will be formed when the individual lots within this parcel map are further subdivided and developed. Impact fees will be assessed with development of each phase of the development.

 

Prior Council Action:

On October 7, 2024, the City Council authorized the recordation of the final parcel map for Tentative Parcel Map No. 2023-04 (Commercial/Costco Map).

 

On November 4, 2024, the City Council authorized the recordation of the final map for Carleton Acres Phase 1A, Tentative Subdivision Map No. 5590.
