Department Recommendation:
Staff recommends that City Council authorize the City Manager to file a Notice of Completion for the FY 19-20 Major Street Rehabilitation - Goshen Ave.
Summary:
The project consisted of the pavement rehabilitation of approximately 2.9 miles of roadway on Goshen Avenue from Shirk Street to Mooney Blvd. The rehabilitation work included removing and replacing isolated areas of pavement failures, also known as digouts, edge grind of the existing asphalt pavement, and overlay with hot mix asphalt and paving mat. The paving mat is placed prior to the asphalt overlay and is designed to maximize the life of the new pavement section. In addition, this project also included the upgrade of existing curb ramps to meet current Americans with Disabilities Act (ADA) requirements.
This project was completed within budget and with only one change order for balancing of the quantities.
Total project costs (construction contract, balancing quantities change order, material testing and staff time) were $3,126,633.17. The construction contract was awarded to A.J. Excavation, Inc. in the amount of $3,199,427. The final cost of the construction contract including change orders is $2,989,052.67. The total for the sole change order was amounted to -$210,374.33.
Engineering staff presented these items to the Change Order Committee on January 25th, 2023, where the committee approved. The Change Order Committee is a non-appointed committee of technical staff who are not directly involved with the project being considered. The Committee reviews the contract change order request for completeness, accuracy, constructability, objectivity, consistency, and overall insight.
Background:
There was one construction change order related to this project which involved the balancing of quantities. This adjustment was made to align the contracted quantities with the actual amount of materials integrated into the project, ensuring a precise match between the project's specifications and the implemented work.
In conventional grind and overlay projects, adjustments to quantities are commonplace, notably concerning the amount of asphalt utilized. Engineers typically estimate the required asphalt quantity based on average densities derived from local plants, often estimating conservatively to mitigate shortages. In this instance, the actual density of the asphalt incorporated into the project was less than the initial estimate, leading to a reduction in the overall asphalt quantity. This variance resulted in significant cost savings, with the majority of the quantity adjustments contributing to the notable savings in asphalt expenses.
The project encountered various challenges, including the onset of cold temperatures, necessitating a temporary suspension until more favorable weather conditions prevailed. Resuming operations in the following spring, the paving phase concluded during this past summer. However, during inspections, staff identified uneven and bumpy areas. Subsequent meetings with the contractor led to the development of a repair strategy involving grinding down the uneven surfaces across approximately 11.6 lane miles of new asphalt on Goshen, incurring no additional costs for the City. The bumpy conditions have been successfully addressed, resulting in a significantly improved overall ride quality. Despite these challenges, the project was successfully completed within the grant deadline, and staff is currently finalizing the closeout documentation.
Fiscal Impact:
The construction project was funded by Measure N (Fund 141) and STBGP (Fund 111) funds.
