Department Recommendation:
It is recommended that City Council re-appoint Commissioner Janelle Hickey and Commissioner Samantha Wagner to the Parks and Recreation Commission to serve a second and third term, respectively.
Background Discussion:
Pursuant to Article VII of the Visalia City Charter, the Council, may provide for appointment of the Parks and Recreation Commission five members to serve without compensation, and to act in an advisory capacity to the Council and City Manager in all matters pertaining to parks, playgrounds, and recreation centers.
In accordance with the City Charter, the Parks and Recreation Commission is comprised of five voting members. Pursuant to Visalia Municipal Code 2.12.010 vacancies from any cause on the Parks and Recreation Commission shall be filled by the Council.
The Parks and Recreation Commission is currently comprised of four appointed commissioners; Commission Chair Samantha Wagner (resides in Southeast quadrant), Commissioner Janelle Hickey (resides in Northwest quadrant), Commissioner Nancy Hawkins (resides in Northeast quadrant), and Commissioner Kaitlyn Lusk (resides in Southwest quadrant).
Commissioner Hickey was appointed in 2023 to serve her first term and Commission Wagner was appointed in 2021 and reappointed to her second term in 2023, both have requested to continue their service on the commission. During their terms, both Commissioners actively participated in meetings. In the past two years Commission Chair, Wagner has only be absent once, and Commissioner Hickey has not been absent from any meetings.
