Department Recommendation:

It is recommended that the City Council authorize the award of a construction contract for the installation of new interior solar lighting at Riverbend, Houk, Pinkham, and Constitution Parks to Power Design Electric, of Kingsburg, CA, in the amount of and not to exceed $95,600.00, per specifications of RFP 22-23-41.                                               

 

Background Discussion:

Riverbend, Houk, Pinkham, and Constitution Parks are currently void of any interior lighting. This makes for a very dark area within the parks and has created some safety concerns. The solar lighting project will add one additional light-emitting diode (LED) floodlight in each park. which will allow people to use amenities and lengthen the recreational use in the evenings. This would be especially relevant during the fall months with the early sunsets. The additional lighting will also illuminate the area for maintenance staff that arrive in the early morning, helping them with their tasks and identify safety issues that may be present. The lighting will also be programmable to various hours and allow staff to dim the lighting during non-park hours to allow for security lighting to deter vandalism and other activities that can occur in and around park amenities;.making the area more visible for police, park rangers, and maintenance staff.

 

On September 19, 2023, and September 26, 2023, the City solicited bids by advertising in the Visalia Times Delta and the RFB was posted on Bid-Net. The City also emailed the RFB notices to contractors who have requested to be on our construction projects list to participate in this bid process.

 

On October 4, 2023, a non-mandatory pre-bid meeting was held in the City Council Chambers. A total of three (3) contractors attended the pre-bid meeting. During the pre-bid meeting, staff reviewed the bid specifications, reviewed the mandatory requirements imposed by the State of California Department of Industrial Relations, and answered any questions.

 

Staff received several questions from contractors where staff carefully reviewed and answered them in a separate addendum.

 

On October 19, 2023, the City received bids from two (2) contractors (bid summary below).  Power Design Electric of Kingsburg, CA. was the qualified low bidder for the Supply and Installation of Solar Lighting at Riverbend, Houk, Pinkham, and Constitution Parks.

                     Innovative Engineering Systems, Inc. DBA Agilitech, Bakersfield, CA           $103,174.14

                     

Staff has reviewed the submitted bids, performed reference checks, and is satisfied that Power Design Electric has the equipment and manpower to complete the supply and installation of solar lighting as specified. 

 

This is the first of many American Rescue Plan Act (ARPA) funded projects within our parks and is considered a Public Works maintenance contract and therefore, is subject to State of California prevailing wages, registration with the Department of Industrial Relations and submission on certified payroll to the Labor Commissioner as well as other requirements outlined in the City’s Labor Compliance Manual which was a part of the specifications.

 

Fiscal Impact:

The fiscal impact for RFP 22-23-41 a construction contract for the installation of new interior solar lighting at Riverbend, Houk, Pinkham, and Constitution Parks is funded by the American Rescue Plan Act (ARPA) Fund 642, of which $100,000.00 has been budgeted.
