Department Recommendation: Staff recommends Council adopt Resolution No. 2025-41 to designate Fiscal Year 2025/26 Road Maintenance and Rehabilitation Account (RMRA) funding of $3,900,000 from the State of California Road Repair and Accountability Act of 2017 (Senate Bill 1) to the Tulare Ave Road Rehabilitation Projects from Roeben to Cotta, and the transfer and appropriation of SB 1 RMRA funds as specified in the report.

 

Summary:

The Local Streets and Roads Funding Program requires a resolution identifying the project(s) that will be funded with the upcoming fiscal year estimated allotment of SB1 RMRA funds. In order to receive funding for the 2025/26 fiscal year, Council must adopt by resolution a list of projects intended to utilize the fiscal year 2025/26 SB1 RMRA funding and submit to the California Transportation (CTC) by July 1, 2025. Staff recommends the estimated fiscal year 2025/26 SB1 RMRA allotment of $3,900,000 be utilized towards the Tulare Ave Road Rehabilitation Projects from Roeben to Cotta.

 

Background Discussion:

In April 2017, the Governor signed Senate Bill (SB) 1, known as the Road Repair and Accountability Act of 2017 to address basic road maintenance, rehabilitation, and critical safety needs in the state. This bill established a new funding source for road repairs through revenue collected from per-gallon excise taxes on gasoline and diesel fuel, sales taxes on gasoline and diesel fuel, and vehicle registration fees. The Act provides inflationary adjustments to tax rates in future years.

 

SB1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. Therefore, cities and counties receiving the funding will be required to provide annual project information to the California Transportation Commission (CTC). This includes action by City Council at a regular public meeting to adopt a list of projects proposed to be funded with RMRA funds for each fiscal year. The project list must be submitted to the CTC by July 1st to receive and not delay the apportionment of RMRA funds for the upcoming fiscal year. The report for the anticipated use of funding shall include a description of the project including location, estimated project schedule and the estimated useful life of the project.

 

In addition, for each fiscal year in which the City spends RMRA funds, the City must submit a report to the CTC that details the RMRA funds expended to include a description and location of each completed project and/or in-progress project, the amount of funds expended on the project and the completion date. The CTC posts reported project information on the Commission’s website and through other reporting mechanisms that are accessible by the public.

 

Staff recommends Council designate the fiscal year 2025/26 SB1 RMRA funding to the Tulare Ave Road Rehabilitation projects listed below.

 

Project 1: Tulare Ave Road Rehabilitation from Roeben to Demaree

 

Project Description/Scope:

This project will rehabilitate the roadway on Tulare Avenue from Roeben to Demaree Street. The project will consist of repairing miscellaneous damaged concrete structures such as curb and gutter, drain inlets, and ramps. Impacted ramps will be upgraded to be in ADA compliance and existing manholes and valve boxes will be adjusted to grade. In addition, existing traffic signals will be upgraded to include video detection cameras and the corridor will upgrade existing class II to class IV bike lines.

 

Council approved on July 18, 2022 the appropriation of $3,086,000 from the Surface Transportation Block Grant Program (STBGP) towards this project. An additional amount of $835,000 in funding from the SB1 RMRA fund is needed to fund the estimated construction cost.

Project 2: Tulare Ave Road Rehabilitation from Demaree to Cotta

 

Project Description/Scope:

This project will rehabilitate the roadway on Tulare Avenue from Demaree Street to Cotta Street. The project will also consist of repairing miscellaneous damaged concrete structures such as curb and gutter, drain inlets, and ramps. Impacted ramps will be upgraded to be in ADA compliance and existing manholes and valve boxes will be adjusted to grade. In addition, existing traffic signals will be upgraded to include video detection cameras and installation of new conduits to replace undersized existing conduits. The corridor will upgrade existing class II to class IV bike lines.

 

The Tulare Ave Road Rehabilitation from Demaree to Cotta project was previously approved by Council on June 3, 2023 to receive SB1 RMRA funds from the fiscal year 2023/24 allotment in the amount of $400,000. In addition, Council approved on April 21, 2025, the appropriation of $3,065,000 SB1 RMRA funds from the fiscal year 2025/26 allotment towards this project and the transfer of $400,000 within the SB1 RMRA Fund from the Whitendale Ave Road Rehabilitation from Mooney Blvd to Court St project to this project to fully fund the construction phase. Although, Council previously approved the use of fiscal year 2025/26 funds, adoption of the attached resolution listing this project to utilize fiscal year 2025/26 funds is required by the CTC.

Fiscal Impact:

SB1 RMRA funding in fiscal year 2025/26 of approximately $3.9M is projected to be distributed to the City of Visalia based on the State Department of Finance projections of RMRA revenues, last updated in May 2025. SB1 RMRA funds of $3.9M will be allocated as follows:

                     $835,000    Tulare Ave Road Rehabilitation - Roeben to Demaree (CP0603)

                     $3,065,000 Tulare Ave Road Rehabilitation - Demaree to Cotta (CP0602)

 

RMRA revenues estimated to be received are appropriated to CP0290 Pavement Rehabilitation within the SB1 RMRA Fund (113) as part of the 2-Year Capital Improvement Plan budgeting process. However, CP0290 does not specify a project location. Upon approval of the projects to utilize the FY 2025/26 funds, the RMRA funds will be transferred from CP0290 Pavement Rehabilitation to the Tulare Ave Road Rehabilitation Projects. In addition, the amount of RMRA revenues to be received of $3.9M exceeds the amount budgeted in CP0290 Pavement Rehabilitation of $3.6M. The remaining $300,000 will be appropriated to the Tulare Ave Road Rehabilitation from Roeben to Demaree project.  See table below.
