Department Recommendation:
Staff recommends the City Council authorize the City Manager to file the Notice of Completion for the Goshen Basin Project.
Background Discussion:
The Goshen Basin is one of three basin sites associated with the Lower Kaweah River and Mill Creek System Flood Control Improvements Project. The three separate basin sites contribute to a Department of Water Resources (DWR) Grant Funded project to reduce flood risk to the City of Visalia.
The other two basins are the Peoples Basin and the Oakes Basin. All three basins are being increased in capacity to reduce peak floodwater flows in the Kaweah River and Mill Creek. The project adds other public benefits such as restoration of native plant and animal habitat; and to some extent groundwater recharge capacity as these are earthen and unlined basins.
The Goshen Basin is located on the southeast corner of Goshen Avenue and Camp Drive just within the western city limits and within the industrial zone of the City. The character of the Goshen Basin differs from most other basins throughout the city due to its location and primary flood control function.
This project consists of expanding and modifying the existing 12.4 acre Goshen Basin to provide an additional 17 acre-feet of storage capacity. The project will increase the floodwater capacity of the basin to better protect significant residential and industrial areas on the west side of the city. The increased flood protection comes from the combination of the additional storage capacity and the conversion of the basin from retention to detention by adding a discharge pump and pipe system.
The original construction contract awarded to JT2 Inc. dba Todd Companies was in the amount of $1,975,00.00. The final construction cost including the construction change orders totaled $1,999,517.55. The total construction change orders amounted to $24,517.55 (1.24%). Unforseen Conditions
The contractor encountered broken concrete around the existing outlet pipe structures that was not visible until the excavation began, the broken concrete was removed and relocated on site. The work was done at an agreed price.
A concrete slab was discovered in Camp Drive when the outlet pipe was being installed. The concrete slab was covered by the existing asphalt pavement and the extent of the concrete slab was not known until the work was being performed. The work was performed on a time and material basis.
The cost of the sump pump increased from the original bid date to when it was ordered.
Owner Directed Change in Scope (CofS)
The change in scope directed by the City was to address the erosion within the basin which was caused by the rainstorms in the spring of 2023. The basin had been graded without any landscaping before the rainstorms occurred. The embankments were reshaped and areas around the outlet pipes were regraded to conform to the construction plans. Crushed rock was added around the various control panels to provide access.
Fiscal Impact:
The Lower Kaweah River and Mill Creek Flood Control Project is multi-funded with State Proposition 1E and local matching funds from the Storm Sewer Deficiency Fund (222). The following table is a breakdown of the overall project budget.

The Goshen Basin Project’s construction cost is embedded within the Construction budget item above. Although the actual construction cost was approximately $208,000 above the engineer’s estimate, there are adequate funds within the CIP budget for the Goshen Basin Project. Saving was realized in the Peoples Granding project and no appropriations are needed at this time.

Environmental Assessment Status:
Environmental assessment is complete. A mitigated negative declaration was completed for the CEQA document. Cultural Resources and Biological studies were done as part of CEQA compliance process. Mitigation measures are stipulated in the CEQA findings.
