Department Recommendation:

Conduct the second of two Public Hearings to amend the Measure N Spending Plan for an amendment to the current Body-Worn Camera (BWC) contract with Axon Enterprise Inc. in the amount of $431,350.65, and appropriate $138,121 for FY 2025/26.

 

Upon completion of hearing, authorize the City Manager to execute a contract amendment with Axon Enterprise Inc., in the amount of $431,350.65, and appropriate $138,121 for FY 2025/26 from the Measure N (141) Fund.

 

Summary:

Measure N, the ½ cent sales tax that began April 1, 2017, requires the City to conduct two Public Hearings before amending 2025/26 spending plan to amend the current BWC contract, with Axon Enterprise Inc. The cost of the amendment is $431,350.65, spread out over the remaining three years of the contract, and requires an appropriation of $138,121 for FY 2025/26. The remainder will be applied in the next two-year budget cycle.

 

On May 19, 2025, Visalia City Council voted unanimously to allow staff to initiate the Measure N amendment process to amend the current BWC contract and appropriate $138,121 for FY 2025/26

 

On May 29, 2025, City Staff met with the Measure N Committee and presented the recommended amendment, including a detailed summary of the request, the increased budget, and why the increases were necessary. Upon being presented with the proposed amendment and appropriation, the committee was provided with an opportunity for comments. Upon accepting the motion, the committee recommended approval of this item.

 

 

Background Discussion:

The Department is requesting to amend the current contract with Axon Enterprise, Inc., increasing the total cost of the contract by $431,350.65 spread out over the remaining three years of the contract, to increase the current amount of BWC Officer Safety Plans including associated equipment, license and services. The Department began the BWC Program in 2018 and is approaching the midpoint in the second five-year contract.

 

Staff have recognized the current amount of BWCs was insufficient to align with best practices for deployment; however, due to staff shortages, the department was able to meet these standards through effective administration. With the department now maintaining at or near full staffing levels, the additional BWCs have become a necessity. Staff are requesting to deploy BWCs to all sworn staff, including command staff in non-administrative positions. Additionally, staff are requesting the add-on service of Axon Auto-Tagging, a software that automatically categorizes BWC evidence, to reduce the amount of administrative time spent by officers and digital evidence technicians processing digital evidence. This request will result in the following license increases deployed over the remainder of this contract:

As indicated in the chart below, staff requests an allocation of $431,350.65, spread out over the remaining three years of the contract. Staff are requesting to appropriate $138,121 in FY 2025/26 and apply the remainder in the next two-year budget cycle.
