Department Recommendation: Staff recommends that City Council authorize the filing of a Notice of Completion for the Plaza Park Pond Shoreline Replacement Project.

 

Summary:

The Plaza Park Pond Shoreline Replacement Project replaced the deteriorated concrete shoreline with a new reinforced concrete shoreline that provides a safer and beautified public recreation area.  The construction contract was awarded to Cal Valley Construction in the amount of $789,315.00 with the final project cost totaling $925,156.56 and was funded through the American Rescue Plan Act (ARPA) funding.  Staff is requesting authorization to file a Notice of Completion for the Plaza Park Pond Shoreline Replacement Project.

 

Background Discussion:

The Plaza Park Pond is a facility that is located at Plaza Park. This facility is a pond that is accessed by the public for leisure and enjoyment.  Over the approximate 50 years of the existing facility being in operation, the concrete shoreline perimeter of the pond experienced significant deterioration, cracking, and erosion.  This is likely a result of aged concrete and soil settlement over the years.

 

In 2018, city staff began preparing a bid package for construction improvements on the pond shoreline.  Due to construction costs and funding shortfalls, the project was not awarded for construction at the time.  With the recent American Rescue Plan Act (ARPA) funding the City received, staff was able to update and reissue the bid package for construction in the fall of 2024.  The ARPA funding was provided through a federal stimulus bill to aid public health and economic recovery from the Covid-19 pandemic.

 

The scope of this project included the removal of the existing deteriorated and eroding concrete shoreline, re-establishment of the grading of the shoreline, installation of a new reinforced concrete shoreline perimeter, and repair of some cracking and erosion of concrete near the existing pedestrian bridge.  In addition, the bid package included an alternate bid item to replace the liner along the bottom of the pond, which was implemented.

 

The improvements incorporated in this project enhanced the safety for users of the Plaza Park Pond by providing a newly installed and reinforced concrete shoreline that now provides a stable and secure perimeter around the pond.  The completed project now provides a safer and beautified public recreation space for the community.

 

 

Fiscal Impact:

The Plaza Park Pond Shoreline Project was funded with ARPA and General Funds. The City Council awarded this contract to Cal Valley Construction at the 10/17/2024 council meeting in the amount of $789,315.00. City staff included a more conservative construction contingency amount for this project due to the age and existing state of the pond. The final Cal Valley construction cost included construction change orders for a total project cost of $925,156.56. The total construction change orders amounted to $138,841.56 (15%). The following is a breakdown of the construction change orders.

The change in scope resulting from utility conflicts included the installation of a Valve Pipe Cap of an existing 4" water line and the extension of an existing inlet pipe that was uncovered.

                     An increase in decomposed granite installed at the top of the new shoreline.

                     A decrease in the amount of import fill earthwork used.

                     A decrease in construction notification signs used for the project.

 

Unforeseen Conditions (UN):

The change in scope due to unforeseen conditions included the removal of oversaturated thick and silty mud at the base of the pond that could not be navigated by labor or equipment without getting stuck and was not drying at a pace to complete work by the needed timeline.  This thick silty mud ranged in depth from 2 feet to 4 feet and had to be removed and hauled off of the project site. During the excavation an old pond liner was found below this mud layer. The extra work also included the installation of a temporary drywell in order to manage existing saturation as well as control saturation from rain events during construction.

 

Fortunately, staff anticipated the possibility of finding unforeseen conditions on this project and a larger construction contingency was assigned to cover possible extra work. Originally these unforeseen conditions were estimated to be around $300,000.00, however staff and the contractor worked together to complete this work on a time and materials basis for a change order amount of $138,841.56, keeping the change orders within the original project contingency. The existing unforeseen project conditions as well as discovered unknown existing utility conflicts were resolved with the most suitable and cost-effective solutions possible.  Refer to the Project Budget Summary below.

At this time the remaining balance is being kept with the project. The excavated thick and silty mud was hauled to the wastewater treatment plant temporarily during the project to expedite the site work. Staff is currently working internally to finalize the cost to take this soil to the county landfill. 

 

 

Prior Council Action:

10/17/2024

1. Awarded the construction contract with Cal Valley Construction for RFB 23-24-71, Plaza Park Pond Shoreline Replacement in the amount of $789,315.00; authorize additional appropriation of funds from the general fund in the amount of $450,000.0  

2. Approve a $520,000 budget transfer from the Keyless Entry ARPA project to the Plaza Park Pond Shoreline project.
